The Department of Health of the Borough of Lincoln Park is hereby authorized to conduct inspections of residential dwellings and dwelling units and to certify the result thereof by the issuance of a certificate of compliance.
The certification issued shall list any violations of the following chapters and shall in prominent type contain the statement that "The Borough of Lincoln Park does not guarantee to purchaser, mortgagor or mortgagee that the premises inspected are free from latent defects, nor is the Borough liable for damages or injury caused any person as the result of any violation not reported herein":
A. 
Chapter 17, Land Development Review;
B. 
Chapter 28, Zoning;
C. 
Chapter 213, Construction Codes, Uniform;
D. 
Chapter 245, Dwellings, Unfit;
E. 
Chapter 264, Fire Prevention and Protection;
F. 
Chapter 358, Public Health Nuisances; and
G. 
Chapter 395, Solid Waste, Article III, Yard Waste.
All requests for certification shall be in writing to the Director of the Department of Health and shall be accompanied by the appropriate fees set forth in § 367-67 below.
A. 
The certifications shall be issued by the Department of Health within three weeks of receipt of the written request.
B. 
In no event shall the Borough be liable for any delay in issuance of certification.
The fees for inspections and notices, orders or statements issued under this article shall be as provided in Chapter 34, Fees, § 34-20.
