The City Hall and all City offices of the City shall be closed
on the following official holidays: New Year's Day, President's Day,
Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving
Day, the day after Thanksgiving Day, and Christmas Day, said holidays
to be celebrated on the traditional date unless appointed or designated
to be a separate day by either the President of the United States,
the Governor of the State of Missouri, or the Legislature of the State
of Missouri.

The financial affairs of the City and all accounting in connection
therewith shall be conducted on the basis of a fiscal year, commencing
the first (1st) day of July and ending on the thirtieth (30th) day
of June of the following year.

A. Suitable
insurance shall be obtained for the purpose of protecting the City
or the Board of Aldermen or the Mayor against responsibility individually
or collectively against liability in event of suit against the City,
the Board of Aldermen collectively or Aldermen or Mayor individually.
B. Suitable
bonds or surety shall be obtained covering the performance of the
duties of the Mayor, City Clerk, City Treasurer, Collector, Deputy
Collector or Chief of Police, and Policemen.

C. All
bonds, sureties, and insurance shall be obtained from suitable insurance
companies or agencies in the State of Missouri and regulated by the
State of Missouri, and shall be paid for by the City.

A. It
is hereby declared to be the policy and purpose of the City of Warson
Woods, Missouri, to extend to all eligible employees and officials
of said City who are not excluded by law or by this Code, and whether
employed in connection with a governmental or proprietary function
of said City, the benefits of the system of Federal Old-Age and Survivors
Insurance as authorized by the Social Security Act Amendments of 1950,
and by Senate Committee Substitute for Senate Bill No. 3 of the 66th
General Assembly of the State of Missouri and amendments thereof,
as the same may be now and hereafter in effect.
B. The Mayor and City Clerk of the City of Warson Woods, Missouri, are hereby authorized and directed, on behalf of this City, to prepare, execute and submit to the Office of Administration, Division of Accounting of the State of Missouri, as State Agency of the State of Missouri, a plan and agreement for extending said benefits to said eligible employees and officials of the City of Warson Woods, Missouri, in the form prepared by the State Agency and hereby approved and adopted by the Board of Aldermen of this City, which plan and agreement are to become effective upon approval thereof by the State Agency, and are further authorized and directed to execute agreements and modifications and amendments thereof with said State Agency, providing for the extension of said benefits for said employees and officials as set forth in said plan and agreement, as provided for in Subsection
(A) hereof, said plan and agreement to provide that said extension of benefits is to be effective on January 1, 1959.
C. Commencing
on the first (1st) day of the month following the date of the approval
of the plan and agreement of this City by the State Agency, there
shall be deducted from the wages of all employees and officials of
the City of Warson Woods, Missouri, to whom the benefits of said system
of Federal Old-Age and Survivors Insurance are extended, by virtue
of the plan and agreement hereinbefore provided for, the amount of
each of said employees' and officials' contributions, as determined
by the applicable State and Federal laws and by said plan and agreement,
the aggregate created by Senate Committee substitute for Senate Bill
No. 3 of the 66th General Assembly of the State of Missouri; provided
however, that from the first payment of wages made to each of said
employees and officials after the benefits of said system have been
extended to such employees and officials, there shall be deducted
a sum equal to the amount which would have been due and payable from
each of said employees and officials had said extension of benefits
been provided and effective on January 1, 1959.
D. Commencing
on the first (1st) day of the month following the date of the approval
of the plan and the agreement of this City by the State Agency, there
is hereby authorized to be appropriated from the General Fund of the
City of Warson Woods, Missouri, and there is, and shall be, appropriated,
the sum or sums of money necessary to pay the contributions of the
City of Warson Woods, Missouri, which shall be due and payable by
virtue of the extension of the benefits of the Federal Old-Age and
Survivors Insurance System to the eligible employees and officials
of said City, said sum or sums of money to be paid into the Contributions
Fund created by Senate Committee Substitute for Senate Bill No. 3
of the 66th General Assembly of the State of Missouri; provided however,
that in making the first payment of said Contributions Fund, after
the benefits of said system have been extended to such employees and
officials, said first payment shall include a sum equal to the amount
which would have been due and payable had said extension of the benefits
been provided and effective on January 1, 1959. The Fund from which
said appropriation is made will, at all times, be sufficient to pay
the contributions of the City by this Subsection directed to be paid
to said Contributions Fund.
E. The
City of Warson Woods, Missouri, from and after the approval of the
plan and agreement of this City by the State Agency, shall fully comply
with, and shall keep such records, make such reports and provide such
methods of administration of said plan and agreement as may be required
by all applicable State and Federal laws, rules and regulations, now
and hereafter in effect with respect to the extension of the benefits
of the Federal Old-Age and Survivors Insurance System to the employees
and officials of this City. For the purpose of administering said
plan and agreement the Clerk of this City shall be the official who
shall make all required reports, keep all records, and be responsible
for the administration of said plan and agreement on behalf of this
City, and any and all notices and communications from the State Agency
to this City with respect to said plan and agreement shall be addressed
to "City of Warson Woods, 10057 Manchester Road, Warson Woods, Missouri
63122."
F. Group Disability — Premium Cost. The City of Warson
Woods, Missouri, is authorized to maintain and pay on behalf of each
full-time employee, one hundred percent (100%) of the premium cost
of a group disability, and life insurance program in which such employee
may qualify for coverage with a recognized insurance company duly
licensed to underwrite such insurance plan in the State of Missouri
and duly selected by the City. Such group insurance program may be
based on such employee's annual compensation rate.
G. Medical, Hospitalization And Dental — Premium Cost. The City of Warson Woods, Missouri, shall pay, the following percentages
of premium costs for each full-time employee of the City who elects
to enroll in any or all of the following insurance programs purchased
or arranged for by the City on behalf of its full-time employees:
1. Health insurance including medical, hospitalization and major
medical. Ninety (90%) of the premium cost for coverage of
the employee; seventy-five (75)% of the premium cost for coverage
of the dependents of the employee.
2. Dental insurance. Ninety (90%) of the premium cost
for coverage of the employee; seventy-five (75%) of the premium cost
for coverage of the dependents of the employee.
H. Cafeteria Plan. The City may adopt a plan qualifying as
a "Cafeteria Plan" under Section 125 of the Internal Revenue Code
of 1986 as amended, through which the City shall deduct from the compensation
of each electing, eligible, full-time employee of the City, who qualifies
for coverage under the medical and dental care plans sponsored by
the City ("Participant"), such amount as each Participant elects to
be applied towards the amount of such Participant's share for coverage
under the medical and dental care plans sponsored by the City.
