A. No person
shall operate a motor vehicle on or across the streets of this City
in excess of twenty (20) miles an hour except as may be otherwise
provided in this Chapter.
B. No person
shall operate a motor vehicle on or across any private road, street,
parking lot or driveway of this City in excess of twenty (20) miles
an hour except as may be otherwise provided in this Chapter.
C. The streets
and parts of streets set forth in Schedule IX are designated arterial
streets or caution streets. On such streets and highways, no person
shall operate or drive a motor vehicle (except emergency vehicles
on emergency runs) at any time at a rate of speed in excess of that
set forth in Schedule IX except as otherwise provided in this Chapter.

A. No person
shall drive at such a slow speed or in such position on the roadway
so as to impede or block the normal and reasonable movement of traffic
except when reduced speed is necessary for safe operation, or because
upon a grade or when the vehicle is a truck or trailer necessarily
or in compliance with the law, proceeding at reduced speed.
B. Police
Officers may enforce this Section by directions to drivers, and in
the event of apparent willful disobedience to this Article and refusal
to comply with direction of an officer, in accordance herewith, the
continued slow operation by a driver is a misdemeanor.

No person shall operate or drive a motor vehicle used primarily
for advertising purposes or display posters or placards or any articles
for the inspection of the public on such vehicles or as a part thereof
at a rate of speed less than twenty (20) miles per hour. The operator
of such vehicle shall move it continuously and not stop the vehicle
except when ordered by any Police Officer or in obedience to traffic
signals or signs.

Every person operating a motor vehicle on the highways, public
and private roads, streets or alleys shall operate or drive the vehicle
in a careful and prudent manner and in the exercise of the highest
degree of care and at a rate of speed so as not to endanger the property
of another or the life or limb of any person. He/she shall take into
consideration the time of day, the amount of vehicular and pedestrian
traffic, the condition of the street or highway, the atmospheric conditions,
and the location with reference to intersecting streets or highways,
curves, residences or schools.

No person shall operate a motor vehicle equipped with iron or
other metal tires at a greater speed than six (6) miles per hour.

The streets and parts of streets set forth in Schedule X are
designated school zone streets. On such streets and highways or parts
thereof, no person shall operate or drive a motor vehicle (except
emergency vehicles on emergency runs) between the hours of 8:00 A.M.
and 5:00 P.M. on days when any school is in session in the City at
a rate of speed in excess of fifteen (15) miles per hour.
