No person shall obstruct or endanger or place or permit anything
to obstruct or endanger the proper use by the public of any street,
sidewalk, alley or public place, except as may be permitted by this
Chapter.

No person shall throw or deposit any article or substance other
than water upon any roadway, street, sidewalk, alley or public place.

No person shall sweep or deposit anything into any gutter or
drain on any street or alley.

A. On
a corner lot in any district, nothing shall be erected, placed, planted
or allowed to grow in such a manner as to materially impede vision
between a height of two (2) feet and eight (8) feet above the grades
at the back of the curb of the intersecting streets, within the triangular
area formed by the right-of-way lines and a line connecting them at
points thirty (30) feet from their point of intersection or at equivalent
points on private streets, except that the sight triangle shall be
increased for certain uses when deemed necessary for traffic safety
by the City Council.
B. In the event there is a building line nearer than fifteen (15) feet to the intersecting property lines, no obstructions as prohibited in Subsection
(A) shall be permitted between the building line and the street.
C. Any violation of this Section shall be a nuisance. The Building Commissioner, Chief of Police, Fire Chief or Public Works Director shall notify the occupants, or property owner, to have the nuisance removed and, if necessary, abate the violation per Sections
220.030 or
220.040 of this Code.

No person shall obstruct the passage of any water, or permit
the obstruction to be done by any person under his/her control, and
cause it to flow upon the premises of another. No person shall fail
to remove such obstruction when required to do so by a Police Officer.

A. The occupant of every single-family dwelling, or the owner of every building containing more than one (1) dwelling, and the occupant or owner of every commercial building adjacent to a public right-of-way shall keep the sidewalk, street gutters, and the tree lawn area adjoining the premises free from obstructions. No occupant of a single-family dwelling, or owner of any building containing more than one (1) dwelling, or the occupant or owner of a commercial building shall place, or permit to be placed, any obstruction on the sidewalk, gutter or tree lawn area, which could hamper or endanger public usage of the right-of-way. Only solid waste, properly contained as prescribed under Chapter
245, may be placed on the right-of-way.
B. Whenever
any obstruction is placed upon a right-of-way in conflict with the
provision of this Chapter, the Street Superintendent may remove or
cause the removal of the obstruction.
C. No alteration may be made to a public sidewalk, gutter or tree lawn area without a permit, as required by Section
520.140(B). No tree or shrub may be planted on a public right-of-way except as authorized by the Street Superintendent.

A. The
owner of premises or tenements or vacant lots shall remove dirt and
filth from the sidewalks and driveways adjoining the property and
to the center of any alley adjoining the property within twenty-four
(24) hours after such dirt or filth has accumulated.
B. Such
person shall remove snow, sleet or ice from the sidewalks adjoining
the property within twenty-four (24) hours after the snow, sleet or
ice has accumulated.

A. A merchant
or other person may place articles on the sidewalk while receiving
or delivering them, but such articles shall not occupy more than one-half
(½) of the sidewalk from the edge of the curb next to the street.
B. The
merchandise shall not be permitted to remain on the sidewalk more
than two (2) hours.

No person shall allow or permit any hedge, bush or shrubbery
on his/her premises adjacent to any street or sidewalk to attain a
height of more than four (4) feet, nor allow such hedge, bush or shrubbery
to encroach or extend over and onto any sidewalk so as to interfere
with or impede passage.

No person shall willfully or intentionally destroy, break, damage
or injure or procure or induce another to break, damage or injure
any curb or street, sidewalk or alley on any roadway in the City.

A. The
numbering of all buildings fronting on or having an entrance on public
or private streets in the City shall be numbered in conformity with
the following rules and regulations:
1. Odd numbers shall be applied to the north and west sides of the streets;
2. Even numbers shall be applied to the south and east sides of the
streets; and
3. Numbers shall as near as possible conform to and carry out the plan
of house numbering in use in the City of St. Louis.
B. The
Clerk shall have the right to number or renumber any block or building
as he/she may deem necessary.

A. The
numbering of streets shall be computed by the following method:
1. One (1) number allowed for every twenty-five (25) feet of space on
any street;
2. A full number assigned for any building, house or structure twenty-five
(25) feet in width;
3. A half number of any building, house or structure or through passageway
leading from any street to rear of premises less than twenty-five
(25) feet in width; and
4. A full number with a letter "A" for any entrance leading directly
from any street to any second (2nd) floor apartment regardless of
the purpose for which the apartment is to be used.
B. All
numbering shall be made as directed by the Clerk. All numbers shall
be assigned to meet door openings as nearly as possible.

2. Elinor Avenue at Laclede Station Road, 7900; at a point even with
the west line of Berkley Avenue, 8000; at point even with the west
line of Banneker Avenue (formerly McKinley Avenue), 8100 through to
Hanley Road.
3. Jones Avenue at Laclede Station Road, 7900; at Berkley, 8000 through
to Stockard Avenue.
4. Thomas Avenue at Laclede Station Road, 7900 through to Berkley Avenue.
5. Alabama Avenue at Stockard Avenue (formerly Aberdeen), 8050; at Lincoln
Avenue (formerly McKinley Avenue) 8100; at Booker Place, 8150 through
to Hanley Road.
6. Bruno Avenue at Laclede Station Road, 7900; at Berkley, 8000; at
