Every person operating or driving a vehicle upon the public ways of this City shall observe and comply with the rules of the road, set forth in this Chapter.

A. 
Upon all public streets or highways of sufficient width a vehicle shall be driven upon the right half of the roadway, except as follows:
1. 
When overtaking and passing another vehicle proceeding in the same direction under the rules governing such movement;
2. 
When placing a vehicle in position for and when such vehicle is lawfully making a left turn in compliance with the provisions of Section 325.010 or traffic regulations thereunder;
3. 
When the right half of way is closed to traffic while under construction or repair;
4. 
Upon a way designated by ordinance as a one-way street and marked or signed for one-way traffic.
B. 
It is unlawful to drive any vehicle upon any street or highway which has been divided into two or more roadways by means of a physical barrier or by means of a dividing section or delineated by curbs, lines or other markings on the way, except to the right of such barrier or dividing section, or to make any left turn or semicircular or U-turn on any such divided way, except in a crossover or intersection.
C. 
The City Police or the State Highway Patrol may erect signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the center line of the highway, and all members of the Missouri Highway Patrol and other peace officers may direct traffic in conformance with such signs. When authorized signs have been erected designating off-center traffic lanes, no person shall disobey the instructions given by such signs.

A. 
The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to the limitations and exceptions hereinafter stated:
1. 
An operator or driver overtaking and desiring to pass a vehicle shall sound horn before starting to pass except where prohibited by ordinance;
2. 
The driver of a vehicle overtaking another vehicle proceeding in the same direction shall pass to the left thereof at a safe distance and shall not again drive to the right side of the street or highway until safely clear of the overtaken vehicle;
3. 
Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal and shall not increase the speed of his vehicle until completely passed by the overtaking vehicle.
B. 
The driver of a motor vehicle may overtake and pass to the right of another vehicle only under the following conditions:
1. 
When the vehicle overtaken is making or about to make a left turn.
2. 
Upon a City street with unobstructed pavement of sufficient width for two (2) or more lines of vehicles in each direction.
3. 
Upon a one-way street.
4. 
Upon any highway or street with unobstructed pavement of sufficient width and clearly marked for four (4) or more lines of traffic.
5. 
The driver of a motor vehicle may overtake and pass another vehicle upon the right only under the foregoing conditions when such movement may be made in safety. In no event shall such movement be made by driving off the paved or main traveled portion of the street or highway.
6. 
The provisions of this Subsection shall not relieve the driver of a slow-moving vehicle from the duty to drive as closely as practicable to the right-hand edge of the street or highway.
C. 
Except when a street or highway has been divided into three (3) traffic lanes, no vehicle shall be driven to the left side of the center line of a highway or public road in overtaking and passing another vehicle proceeding in the same direction unless such left side is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit such overtaking and passing to be completely made without interfering with the safe operation of any vehicle approaching from the opposite direction or any vehicle overtaken.
D. 
No vehicle shall at any time be driven to the left side of the street or highway under the following conditions:
1. 
When approaching the crest of a grade or upon a curve of the way where the driver's view is obstructed within such distance as to create a hazard in the event another vehicle might approach from the opposite direction.
2. 
When the view is obstructed upon approaching within one hundred (100) feet of any bridge, viaduct, tunnel or when approaching within one hundred (100) feet of or at any intersection or railroad grade crossing.

The driver of a vehicle shall not follow another vehicle more closely than is reasonably safe and prudent, having due regard for the speed of such vehicle and the traffic upon and the condition of the way. Vehicles being driven upon any way outside of a business or residence district in a caravan or motorcade, whether or not towing other vehicles, shall be so operated, except in a funeral procession or in a duly authorized parade, so as to allow sufficient space between each such vehicle or combination of vehicles as to enable any other vehicle to overtake or pass such vehicles in safety.

A. 
No person shall stop or suddenly decrease the speed of or turn a vehicle from a direct course or move right or left upon a way unless and until such movement can be made with reasonable safety and then only after the giving of an appropriate signal in the manner provided herein.
1. 
An operator or driver when stopping, or when checking the speed of his vehicle, if the movement of other vehicles may reasonably be affected by such checking of speed, shall extend his arm at an angle below horizontal so that the same may be seen in the rear of his vehicle;
2. 
An operator or driver intending to turn his vehicle to the right shall extend his arm at an angle above horizontal so that the same may be seen in front of and in the rear of his vehicle, and shall slow down and approach the intersecting way as near as practicable to the right side of the way along which he is proceeding before turning;
3. 
An operator or driver intending to turn his vehicle to the left shall extend his arm in a horizontal position so that the same may be seen in the rear of his vehicle, and shall slow down and approach the intersecting way so that the left side of his vehicle shall be as near as practicable to the center line of the way along which he is proceeding before turning;
4. 
The signals herein required shall be given by means of the hand and arm or by a signal light or signal device in good mechanical condition of a type approved by the State Highway Patrol; however, when a vehicle is so constructed or loaded that a hand and arm signal would not be visible both to the front and rear of such vehicle then such signals shall be given by such light or device. A vehicle shall be considered as so constructed or loaded that a hand and arm signal would not be visible both to the front and rear when the distance from the center of the top of the steering post to the left outside limit of the body, cab or load exceeds twenty-four (24) inches, or when the distance from the center of the top of the steering post to the rear limit of the body or load thereon exceeds fourteen (14) feet, which limit of fourteen (14) feet shall apply to single vehicles or combination of vehicles. The provisions of this Subdivision shall not apply to any trailer which does not interfere with a clear view of the hand signals of the operator or of the signalling device upon the vehicle pulling said trailer.

Every person operating or driving a vehicle upon any public street, alley or highway within the City of Palmyra shall drive the vehicle in a careful and prudent manner and at a rate of speed so as not to endanger the property of another or the life or limb of any person and shall exercise the highest degree of care.
