Mobile home park is hereby defined to mean a tract or parcel
of land used or intended to be used for the location of two (2) or
more mobile homes.

A. Two (2)
full and complete mobile home park plans of the proposed mobile home
park shall be prepared at the expense of the party or parties seeking
approval of a mobile home park.
1. The
mobile home park plan shall be drawn at a scale of one hundred (100)
feet or less to the inch, from an accurate survey, and on sheets of
maximum dimensions of twenty-nine by thirty-four (29 x 34) inches.
2. The
mobile home park plan shall show the boundary lines of the mobile
home park with accurate distances and bearings; the lines of all adjoining
lands and the lines of adjacent public streets and alleys; the accurate
outline of any property which is offered for dedication for public
use, whether intended for alleys, streets, or other public uses; all
lot and block lines with accurate distances and bearing, and an identification
system for all lots and blocks; certification by a civil engineer
or surveyor to the effect that the mobile home park plan represents
a survey made by such engineer or surveyor; a certificate by the owner
that all taxes payable have been previously paid in full; existing
sewers, water mains, culverts, and other underground structures within
the tract, or immediately adjacent thereto; the location and size
of the nearest water main and sewer or outlet indicated in a general
way upon the plan; plans for surface water drainage; plans for location
of sewage disposal facilities; plans for location of water pipes;
plans for location of natural gas lines; plans for location of storm
sewers, if required by the City Council; plans for location and grade
of curbs and gutters, if any; and contours with intervals of five
(5) feet or less.

A. Before
any plan of a new mobile home park shall be approved, the owner of
such tract of land shall comply with the following regulations:
1. The
minimum size of a lot in a mobile home park shall be forty by one
hundred twenty (40 x 120) feet. The minimum depth of a front yard
shall be twenty (20) feet; the minimum depth of a rear yard shall
be fifteen (15) feet; and there shall be a side yard on each side
of a mobile home of not less than ten (10) feet.
2. All
mobile home parks shall be provided with safe and convenient vehicular
access from abutting public streets or roads to each mobile home lot.
3. Access
to mobile home parks shall be designed to minimize congestion and
hazards at the entrances and exits and allow free movement of traffic
on adjacent streets. The entrance road connecting the park streets
with a public street shall have a minimum road pavement width of thirty-four
(34) feet where parking is permitted on both sides, or a minimum road
pavement width of twenty-eight (28) feet where parking is limited
to one (1) side.
4. All
roads or streets located within the mobile home park shall have a
smooth surface, which shall be durable and well drained under normal
use and weather conditions.

No mobile home park shall be located in the City of Palmyra
until the plan required by this Chapter shall have been approved by
the City Council.

Upon approval of a mobile home park plan submitted in accordance
with the provisions of this Chapter and in compliance with the provisions
of this Chapter, the City Council may approve the plan by resolution,
and the City Clerk shall designate on the mobile home park plan the
date upon which such approval was granted.

A mobile home shall not be occupied for dwelling purposes unless
it is connected to water, sewage and electric utilities.

The provisions of this Chapter shall not apply to mobile home
parks existing on January 4, 1996; provided however, that no mobile
home park existing on January 4, 1996, shall be altered, enlarged,
extended or expanded until a mobile home park plan as required by
this Chapter has been submitted to and approved by the City Council.

Mobile homes shall be located apart from each other and from
other buildings and structures by at least twenty (20) feet; except
that mobile homes placed end-to-end must be located apart from each
other by at least thirty (30) feet.

All mobile homes located within a mobile home park shall be
located at least twenty-five (25) feet from any park boundary line
abutting upon a public street and at least fifteen (15) feet from
other park boundary lines.

There shall be a minimum distance of ten (10) feet between a
mobile home and an adjoining pavement of a park street or common parking
area or other common areas.

All mobile homes shall be skirted with acceptable industry standard
material.

Any person violating the provisions of this Chapter shall be
punished by a fine of not less than five dollars ($5.00) nor more
than five hundred dollars ($500.00). Each day of violation shall be
considered as a separate offense.
