A. Except as otherwise provided in Section
605.015, it shall be unlawful for any person, firm or corporation for a livelihood to exercise, carry on or engage in any business, occupation, profession, trade, agency or calling within the City of Palmyra without obtaining a license therefor from the City Clerk at the charge of twenty-five dollars ($25.00).
B. No license required under this Section shall be issued to any person,
firm or corporation until such person, firm or corporation produces
a copy of a certificate of insurance for Workers' Compensation
coverage if the applicant for such license is required to cover liability
under Chapter 287, RSMo. It shall be unlawful for any applicant to
provide fraudulent information pursuant to this Section.
C. Nothing in this Section shall be construed to create or constitute
a liability to or a cause of action against the City of Palmyra in
regard to the issuance or non-issuance of any license pursuant to
this Section, or for failure to require evidence of such Workers'
Compensation coverage, or for the failure of applicant to provide
Workers' Compensation coverage.

A. The provisions of Section
605.010 shall not apply to any person, firm or corporation following for a livelihood the profession or calling of minister of the gospel, duly accredited Christian Science practitioner, teacher, professor in a college, priest, lawyer, certified public accountant, dentist, chiropractor, optometrist, chiropodist, physician or surgeon.
B. The
provisions of 605.010 shall not apply to any person, firm or corporation
following for a livelihood the profession of veterinarian, architect,
professional engineer, land surveyor, auctioneer, real estate broker
or real estate salesman, if such person, firm or corporation does
not maintain a business office within the City of Palmyra.
C. The license charge provided in Section
605.010 shall not apply to a person employed by a firm or corporation, but such person employed by a firm or corporation shall not exercise, carry on or engage in any such business, occupation, profession, trade, agency or calling within the City of Palmyra until the firm or corporation employing such person has obtained the license provided in Section
605.010.

Every person, firm or corporation to whom a license is issued
shall keep the same conspicuously posted or displayed.

All licenses granted hereunder shall extend to the first day
of January next following the date of issuance.

No license granted hereunder shall be transferrable.

When two (2) or more businesses are operated together at the
same location by the same person, firm or corporation, such person,
firm or corporation shall be required to obtain but one license.

Any person, firm or corporation violating the provision of this
Chapter shall be fined not less than ten dollars ($10.00) nor more
than one hundred dollars ($100.00), and each day of violation shall
constitute a separate violation.

A. No application for business license shall be granted and no business license shall be issued to any merchant having any delinquent taxes under Chapter
600 or while such merchant is in any way in violation of Chapter
600 or to any person, firm or corporation having any delinquent taxes lawfully imposed by the City by ordinance or otherwise.
B. No
automobile license, business license, merchants license, liquor license
or other license, permit or privilege, the issuance of which by the
City is required pursuant to any ordinance of the City of Palmyra,
shall hereafter be issued to any person, firm, association or corporation,
until all tangible personal property taxes and real estate taxes,
except real estate taxes then owing by said applicant for the current
year or any former year and not barred by any limitation, shall have
been fully paid.
C. It
shall be the duty of the Collector of the City to establish and promulgate
rules and regulations providing for any orderly method of checking
unpaid taxes in order to carry out the provisions of this Section.
