A. 
It shall be unlawful for any person, firm, or corporation to keep cattle, sheep, horses, ponies, hogs, goats, or swine, or their offspring, within the City limits of Palmyra, except as otherwise permitted in Subsection (B), (C), and (D) hereof.

B. 
Subsection (A) shall not apply to the following:
1. 
Care or treatment performed by a licensed veterinarian.
2. 
Rodeos, parades and fair exhibitions or contests.
C. 
Any keeping of cattle, sheep, horses, ponies, hogs, goats, or swine, or their offspring, within the City limits as of October 17, 1991, may be continued at the same location, provided that if the keeping of such animals shall thereafter be discontinued for a period of six (6) consecutive months, such discontinuance shall constitute an abandonment of the right to keep such animals, and thereafter the keeping of such animals at that location shall be unlawful. The mere change of tenancy or ownership of land, or the mere sale of such animals, shall have no effect upon the continued permissive keeping of such animals existing on October 17, 1991.

D. 
The provisions of Subsection (A) shall not apply to any real property within the City of Palmyra classified by the County Assessor of Marion County, Missouri, as agricultural or for agriculture purposes. Provided, however, that if such property shall thereafter be classified by the County Assessor as other than agricultural or for agricultural purposes, the provisions of Subsection (A) shall apply to such property.

A. 
The keeping of rabbits, chickens, ducks, turkeys, or other domestic fowl, or their offspring, within the City limits of Palmyra, shall be permitted as provided herein, except that it shall be unlawful for any person, firm, or corporation to keep roosters within the City limits of Palmyra.
B. 
Each keeper of a rabbit or fowl shall provide a suitable pen, coop or other appropriate enclosure for the keeping thereof, which shall at all times be maintained in a clean, dry, and sanitary condition.
C. 
Any pen, coop, or other enclosure for the keeping of fowl must be located at least ten (10) feet from the property line, and at least twenty-five (25) feet from any adjacent residential dwelling, church, school or place of business.

A. 
It shall be unlawful for the owner or keeper of any livestock, rabbits, or fowl, or their offspring, to permit the same to run at large within the City of Palmyra at any time.
B. 
Running at large shall be held and construed to mean suffering livestock, rabbits or fowl to be off the private premises of the owner or keeper, or his agent or servant, and not confined to the arms, motor vehicle, trailer or other conveyance of the owner or keeper, his agent or servant.

The Chief of Police, the City Police, and any other person of the City of Palmyra, designated by the City Council and the Mayor for such purpose, may take up any livestock, rabbit, or fowl running at large, and impound the same. In effecting the capture of any livestock, rabbit, or fowl, the officers aforesaid are authorized and directed to use traps, nets, tranquilizer guns or any other humane method.

Costs of feeding and keeping livestock, rabbits, or fowl impounded shall be paid from the City Treasury.

Every officer impounding livestock, rabbits, or fowl under this Chapter shall, within twenty-four (24) hours after such impounding, enter upon a registry open to the public, and available to view at the Police Department of the City, a description of such livestock, rabbits, or fowl, and the date apprehended, and if the owner or keeper is known, the name and address of such owner or keeper, or the owner or keeper shall be given actual notice of the impoundment before disposition of such livestock, rabbits, or fowl.

The owner or keeper of any livestock, rabbits, or fowl impounded under this Chapter may reclaim the same by paying to the City Clerk or Police Clerk, or other official designated to receive the same, a sum sufficient to reimburse the City for its costs in impounding such livestock, rabbits, or fowl and keeping the same impounded.

It shall be the duty of any officer impounding any livestock, rabbit, or fowl under this Chapter to keep the same impounded for a period of five (5) days unless such livestock, rabbit, or fowl shall be reclaimed by its owner or keeper under Section 415.070 of this Chapter. If after the expiration of five (5) days from the date of such impoundment, such livestock, rabbit, or fowl shall not have been reclaimed, the same shall be put up for adoption or destroyed in any humane manner.

Any person, firm or corporation violating the provisions of this Chapter shall be guilty of a misdemeanor and shall be fined not less than five dollars ($5.00) nor more than five hundred dollars ($500.00). Each day of violation shall be a separate offense. Each individual livestock animal, rabbit or fowl in violation of this Chapter for running at large shall be a separate offense.
