No street or road which is a street shown upon a plat heretofore approved pursuant to law or approved by official action as set forth in the Municipal Land Use Law[1] will be accepted for public use unless such street has been approved in accordance with the minimum specifications of the development review ordinances of the Borough of Lincoln Park.[2] All such improvements shall be at the expense of the developer or the abutting property owner to be benefited, unless such street shall be wholly or partially considered as a general improvement.
