As used in this chapter, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLE
Includes mobile homes, campers, buses, trailers, travel trailers, popup trailers, boats, personal watercraft (of any size, shape, form and/or type), and all-terrain vehicles.
A. 
It shall be unlawful within the Borough for any person to park any recreational vehicle on any street, road, avenue or highway or other public place or tract of land owned by any person, occupied, unoccupied or abandoned, except as provided in this chapter.
B. 
Emergency or temporary stopping or parking is permitted on any street, road, avenue or highway for not longer than two hours.
C. 
No recreational vehicle, while parked anywhere within the Borough, including while on residential property that is occupied or unoccupied, shall be used by any person as a dwelling house, place of abode or sleeping place.
D. 
The governing body shall be authorized to issue a special permit for the temporary use and occupancy of a recreational vehicle on any construction site for the purpose of sales or for the purpose of office or engineering equipment storage for the period during which a development shall be under construction or a building permit shall be in effect.
E. 
Recreational vehicles shall not be parked or stored on a residential property in the Borough unless the following conditions are satisfied:
(1) 
Recreational vehicles may be parked or stored in a garage located on the property, provided that such garage completely encloses the recreational vehicle.
(2) 
If a recreational vehicle is stored outside of a garage, such vehicle shall be parked on the side adjacent to the residence, and no part of the recreational vehicle shall extend past the front line of the residence, and shall be parked in a manner to conform to the side and rear line setback requirements applicable to accessory buildings for the particular zoning designation for that lot.
(3) 
A recreational vehicle that is parked or stored outside of a garage on residential property shall be registered with the New Jersey Motor Vehicle Commission and shall be registered in the name of the property owner or occupant of the residence.
(4) 
No more than one recreational vehicle may be stored on the property outside of a garage. A single boat, all-terrain vehicle, or personal watercraft on a trailer will be considered one recreational vehicle.
(5) 
The within section shall not apply to the storage of any recreational vehicles engaged in construction for an active construction site.
It shall be unlawful for any person to conduct or operate any trailer park or campground within the Borough, and, further, it shall be unlawful for any person to conduct or operate any camp where tents are so used. This section shall not be construed to prevent certain organizations or individuals from engaging in the pastime commonly called "camping" or "camping out," but rather is expressly designed to prohibit the use of lands within the Borough for the purpose of setting up and maintaining campsites wherein such persons might establish living quarters for themselves and their families.
The provisions of this chapter shall be enforced by the Building Inspector of the Borough.
Any person who violates this chapter shall be subject the fines and penalties set forth in Chapter 1, Article I, § 1-2 of this Code (general penalty), in the discretion of the Judge imposing the same.
