It shall be unlawful for any person to be in an intoxicated condition in or on any street, alley or other public place in the Village.

It shall be unlawful for any person, firm or corporation to sell tobacco products, as provided in 720 ILCS 675/1, to any minor.[1]

It shall be unlawful for any person under the age of 18 years to buy, use, possess, consume or smoke any cigar, cigarette or tobacco in any of its forms.

It shall be unlawful for any person under the age of 21 years to consume or to have in his possession any alcoholic beverage, except as may otherwise be provided under the Liquor Control Act, being 235 ILCS 5/1 et seq.

A. 
For the purpose of this section, the following terms shall have the meanings indicated:
CANNABIS
Includes marijuana, hashish and other substances which are identified as including any parts of the plant Cannabis sativa, whether growing or not; the seeds thereof, the resin extracted from any part of such plant; and any compound, manufacture, salt, derivative, mixture or preparation of such plant, its seeds or resin, including tetrahydrocannabinol (THC) and all other cannabinol derivatives, including its naturally occurring or synthetically produced ingredients, whether produced directly or indirectly by extraction, or independently by means of chemical synthesis or by a combination of extraction and chemical synthesis; but shall not include the mature stalks of such plant, fiber produced from such stalks, oil or cake made from the seeds of such plant, any other compound, manufacture, salt, derivative, mixture, or preparation of such mature stalks (except the resin extracted therefrom) fiber, oil or cake, or the sterilized seed of such plant which is incapable of germination.
B. 
It shall be unlawful for any person knowingly to possess any quantity of any substance containing cannabis, except that the effect of this section shall be limited to persons knowingly possessing less than 30 grams of any substance containing cannabis.
C. 
It shall not be unlawful for any person knowingly to possess cannabis where otherwise permitted by law.

A. 
Adopted.
(1) 
The findings in Section 5 of the Smoke Free Illinois Act (410 ILCS 82/1 et seq.), as amended from time to time, are hereby adopted and made a part hereof, as if fully set out in this section; and the Village's Police Department is empowered to adopt procedures for the issuance of citations and the collection of penalties for violation of this section.
(2) 
The use of any "alternative nicotine product" as defined under 720 ILCS 675/1.5(a), as amended from time to time, specifically the use of what is commonly known as "electronic cigarettes" or "e-cigarettes," shall be included within the definition of "smoking" or "smoke" under this section.
B. 
Prohibition of smoking. It shall be unlawful to smoke in the following places:
(1) 
In the Village Hall complex, the Public Works building and all other buildings owned by the village,
(2) 
In parking lots and driveways, or on sidewalks or lawns adjacent to all buildings owned by the Village.
(3) 
In any vehicle owned, leased or operated by the Village.
C. 
Signage.
(1) 
Signs prohibiting smoking shall also be displayed at the entrances to all Village property and buildings.
(2) 
Specifications: "No Smoking" signs shall have a white field with the words "No Smoking" printed in red letters four inches high with a 1/2 inch face or shall bear the international "No Smoking" symbol which consists of a pictorial representation of a cigarette enclosed in a circle with a bar across it. Further, either the "No Smoking" sign or an additional sign in red letters four inches high shall state: "E-cigarette use is prohibited."
