(a) 
Duties. The Mayor shall be a voting member of the City Council, shall have no veto power, and shall have no additional duties other than those specified in Subsection (b).
(b) 
Additional duties. In addition to being a member of the City Council, the Mayor shall:
(1) 
Preside as Chairman of meetings of the City Council;
(2) 
Call special meetings of the City Council as provided in Section 3.12(a);
(3) 
Be deemed the head of City Government for legal, ceremonial and military purposes;
(4) 
Execute all bills, resolutions, contracts and documents on behalf of the City;
(5) 
Preside as Chairman of the annual Council review of the performance of the City Manager as provided in Section 5.1(b);
(6) 
Have the responsibility of discussing with the City Manager any and all policy matters;
(7) 
Place in nomination for consideration of the City Council nominees for the positions of City Attorney, City Prosecuting Attorney, Municipal Judge, City Clerk and members of all boards, commissions and committees of the City. The Council by resolution may also provide for such nominations to be made by its other members;
(8) 
Have the authority to request written reports and opinions from the City Attorney. The Council by ordinance or resolution may also provide that written reports or opinions may be requested by its other members, by the Council as a whole or by designated City employees;
(9) 
Have the authority to request written reports and recommendations from the Presiding Officer of each board, commission and committee of the City under the jurisdiction of the City Council, with the advice and consent of the City Council;
(10) 
Appoint the Provisional Municipal Judge as provided by the Charter.
(c) 
Deputy Mayor. The City Council shall elect from its members a Deputy Mayor who shall act as Mayor during such time when the office of Mayor is vacant or if the Mayor shall be unable to perform due to absence or disability.
The office of Mayor shall be deemed vacant or forfeited for the same reasons that a Council member's office shall be deemed vacant or forfeited under Section 3.5 hereof. Whether a vacancy or forfeiture of the office of Mayor exists shall be determined by a majority vote of the remaining members of the Council. A vacancy in the office of Mayor shall be filled under the provisions of Section 3.5(c).
The Mayor shall be subject to the same prohibitions as are Council members under Section 3.4 hereof.
