No person, firm or corporation shall directly or indirectly engage in any business or occupation hereinafter named, in this City, before taking out a license from said City so to do, paying in advance one (1) year's license to engage in any business or occupation for the first (1st) year and thereafter to pay annually, semi-annually or quarterly as is hereinafter set out and the tax on each license shall be and is hereby levied as follows:
Agents for loan companies
Payable yearly - $50.25 per year.
Agents for loan companies defined — A loan agent within the meaning of this Subsection is any person, firm or corporation who shall lend, or offer to lend, or negotiate the loan of money of another, or who shall advertise money to lend.
Agents for monuments
Payable yearly - $24.25 per year.
Agents for musical instruments
Payable yearly - $24.25 per year.
Agents for news
Payable yearly - $24.25 per year.
Agents for nursery stock
Payable yearly - $24.25 per year.
Agents for sewing machines
Payable yearly - $24.25 per year.
Amusements, exhibitors, etc., minstrel performances or theatrical performances of any kind not shown in a licensed opera house
Payable daily - $10.25 per day per tent.
Astrologers, etc.
Upon a license as a clairvoyant, palmist, astrologer, slatewriter, medium or fortune-teller by whatever method, payable yearly - $100.00 per week.
Astrologer — One who tells or pretends to tell future events by studying the position and location of heavenly bodies and ascertaining their alleged influence upon human life and destiny.
Clairvoyant — One who practices and has or pretends to have the ability, gift or faculty of seeing or discerning objects not present to the senses or within the reach of knowledge of persons under normal conditions.
Fortuneteller — One who tells or pretends to tell, by any means or method whatsoever, the events of one's life.
Medium — A person who practices and to whom the actions of another being is claimed to be manifested and transmitted by animal magnetism, or a person to whom spiritual manifestations are claimed to be made, especially one who is claimed or who claims to be capable of holding communication with the spirits of the deceased.
Palmist — One who practices palmistry or claims to reveal character or reveal the past, present or future events by the lines in the palm of the hand.
Slatewriter — One who conducts seances at which it is claimed that spirits of deceased persons write on slates, paper or otherwise.
Auctioneers
Payable yearly - $50.00 per year.
Auctioneer defined — An auctioneer is defined to be any person who shall sell or offer to sell any goods, wares, merchandise or other personal property or real estate or any interest therein at any store, stand or place within the limits of the City of Hayti at public auction or outcry for his/her own gain; or shall advertise or in any other manner hold himself/herself out as an auctioneer for business patronage.
Automobile agency or dealer
Payable yearly - $50.25 per year.
Automobile agency or dealer defined — An automobile agency or dealer is an agency or office, storeroom or place of business, person, firm or corporation engaged in selling, exposing or offering for sale any kind of automobile, motorcar or similar vehicle.
Automobile garage and repair shop
Payable yearly - $24.25 per year.
Automobile garage and repair shop defined — Any person, firm or corporation who shall keep and maintain any room, building or place in which automobiles are kept for hire or in which automobiles belonging to persons other than the owner or keeper of said room, building or place where same are kept, stored and cleaned or repaired, and for said keeping, storing, cleaning or repairing a charge is made, is hereby defined to be a keeper of an automobile garage.
Automobile tags
Payable yearly - $3.50 per year.
Bakers
Payable yearly - $25.25 per year.
Banks
Payable yearly - $100.25 per year.
Banks defined — A bank is an institution which trades in money, an establishment for the deposit, custody and issue of money and for making loans and discounts and for the transmission of remittances from one (1) place to another.
Barbershops
Payable yearly - $5.25 per year for the first (1st) chair and $2.50 for each additional chair.
Beauty parlors
Payable yearly - $5.25 per year.
Billiard or pool tables
Payable yearly - $10.25 for each table.
Bill posters
Payable yearly - $24.25 per year.
Blacksmith shop
Payable yearly - $24.25 per year.
Boarding house
Payable yearly - $24.25 per year.
Boarding house defined — A public boarding house within the meaning of this Subsection is any place where meals or lodging are served to two (2) or more persons by the week, day, month, or single meal for pay or compensation, which does not come within the definition of a hotel as given below.
Bowling or ten pin alleys
Payable yearly - $100.25 per year.
Brokers of all kinds
Payable yearly - $24.25 per year.
Butchers
Payable yearly - $50.25 per year.
Butchers defined — A butcher is a person, firm or corporation who sells the fresh meat of cattle, hogs or sheep in any quantity less than one-quarter (1/4) of any animal at any stand, store or place. Provided, that no license shall be required of any butcher who is operating a business under a merchant's license, the tax on which equals or exceeds the tax set out above.
Canvassers, house-to-house and magazine salesmen
$5.25 per day or $50.25 per year.
Carnivals or street fairs
Payable yearly - $200.25 per week.
Clothiers, cleaners and pressers
Payable yearly - $12.25 per year.
Coal or wood dealer
Payable yearly - $32.25 per year.
Cold drinks
Payable yearly - $12.25 per year.
Contractors
A contractor is one who contracts or hires out to furnish supplies or performs work at a certain price or rate.
Street contractor — Payable yearly - $25.25 per year.
Painting contractor — Payable yearly - $25.25 per year.
Plastering contractor — Payable yearly - $25.25 per year.
Building contractor — Payable yearly - $50.25 per year.
Cotton compress
Payable yearly - $67.25 per year.
Cotton dealer
Payable yearly - $24.25 per year.
Cotton dealer defined — A cotton dealer is any person, firm or corporation that carries on the business of buying or selling, either for himself/herself or for another, lint or seed cotton.
Cotton gin
Payable yearly - $100.25 per year.
Dairy wagons
Payable yearly - $25.25 per year. Dealing in dairy products.
Dealers in fresh fish
Payable yearly - $24.25 per year. To deal in fresh fish exclusively.

Payable yearly - $24.25 per year. Wherein meals are served to the general public.

Payable yearly - $24.25 per year.

Payable yearly - $50.25 per year.
Filling station
Payable yearly - $24.25 per year.
Filling station defined — A filling station is a place of business where lubricating oil, gasoline and grease are sold to the retail trade.
Fire insurance companies
Payable yearly - $25.25 per year for each agent or agency doing a fire insurance business in the City of Hayti.
Fire insurance companies defined — This license tax to levy upon each insurance company having an agent representing or doing business for such insurance company in this City, by such agent soliciting for or distributing any advertising matter bearing the name of such company, or the name of such agent as its representative, or by writing for or transmitting to such company any policy or policies of insurance for issue or approval by such company, or by receiving or transmitting any application from any person, firm or corporation for insurance with such insurance company, or by receiving for or transmitting to any such company premiums or money or its equivalent, whether the same is received in behalf of such insurance company, or as the agent for the person or persons, firm or corporation desiring or applying for insurance, or in any other way representing such insurance company in soliciting or carrying on the business of insurance in said City.

Payable yearly - $24.25 per year.
Hotels or motels, fifteen (15) rooms and over
Payable yearly - $48.25 per year.
Hotel defined — Any person, firm or corporation who keeps a house open for the reception and accommodation of transient guests, whether meals are served or not and charges daily rates, is hereby declared to be a hotel keeper.
House mover
Payable yearly - $18.25 per year. No person, firm or corporation shall move any house, structure or building of any kind or character whatsoever across any street, avenue, alley or public thoroughfare in the City of Hayti, Missouri, without taking out a license so to do.
Hucksters
Payable yearly - $24.25 per year.
Hucksters defined — Any person selling fruits, produce, grain, butter, eggs, fowls or vegetables of any kind or description, except such articles of produce above described as are produced or raised by his/her own labor or upon his/her own premises, by going about from place to place or by going upon the public streets with any wagon, cart or vehicle of any description from which is sold any fruits, produce, grain, butter, eggs, fowls or vegetables shall be deemed a huckster within the meaning of this Section and shall take out a license for each wagon, cart or vehicle of any description used in such business.
Installment merchants
Payable yearly - $24.25 per year.
Installment merchants defined — Any person, firm or corporation that sells goods, wares or merchandise by sample for delivery at some future date, where said goods are sold on installment or to be paid for at a specified time, shall be deemed an installment merchant.
Insurance agents
Payable yearly - $34.25 per year.
Insurance agents defined — An insurance agent within the meaning of this Chapter is any person, firm or corporation representing any life, accident, health or casualty insurance company.
Job printing office
Payable yearly - $24.25 per year.
Junk dealer
Payable yearly - $24.25 per year.
Junk dealer defined — A junk dealer is any person, firm or corporation who buys, sells or offers to buy or sell any old iron, brass, steel, bones, rags, bottles, etc.
Laundry truck
Payable yearly - $18.25 per year.
Livestock dealer
Payable yearly - $50.25 per year.
Loan company
Payable yearly - $50.25 per year.
Loan company defined — A loan company is any person, firm or corporation who buys, sells or offers to buy or sell any stock or shares in any corporation, bonds, notes, judgment or other securities, or making money loans for profits; provided that this Subsection shall not apply to any person, firm or corporation having a license for and doing business as a banking institution.
Manufacturer
Payable yearly - $67.25 per year.
Manufacturer defined — A manufacturer is any person, company, firm or corporation who shall hold or purchase personal property for the purpose of adding to the value thereof by any means of manufacturing, refining or by the combination of different materials and shall include all persons engaged in the manufacturing within the City of coats, shoes, saddlery, harness, saddle trees, agricultural implements, wagons, carriages or buggies, clothing, bricks, gas, ice, flour, fermented wines, soda or mineral waters, spirituous liquors, hoops, lathes, staves, and lumber, egg cases, and all other articles made or produced by a manufacturer as above defined; provided that this definition of a manufacturer shall not apply to a licensed merchant who may manufacture articles which are exclusively sold at his/her store, stand or place of business, nor shall it apply to any shoemaker, printer, carpenter, blacksmith or other mechanic whose finished product is the result of his/her own labor.
Merchant—seasonal fireworks
Any person, firm or entity engaged in the selling or exposing for sale of any fireworks within the City as may be permitted by Section 205.020 of this code shall acquire a seasonal fireworks merchant license prior to selling or exposing any fireworks for sale. As a prerequisite to the issuance of such license, any such merchant shall provide the City Collector with a copy of its fireworks license issued by the State of Missouri, together with a copy of its State of Missouri retail sales license. The fee for each such City seasonal fireworks merchant license shall be two hundred dollars ($200.00) per season.

It shall be unlawful for any person, firm or corporation to peddle, sell or offer to sale by public outcry or to set up or establish, keep or maintain for the purpose of selling or offering for sale any medicine, remedies or substances designed or contrived to cure or relieve any disease or sickness whatever or to relieve any pain or other ailment or illness in or upon the public streets, alleys, avenues or any other public place in the City of Hayti or shall give or offer to give any such remedy or medicine free, provided the recipient shall purchase some other article, without taking out and then and there having a license so to do.

A. 
Hereafter no person following for a livelihood the profession or calling of minister of the gospel, duly accredited Christian Science practitioner, teacher, professor in a college, priest, lawyer, certified public accountant, dentist, chiropractor, optometrist, chiropodist, or physician or surgeon in this City, shall be taxed or made liable to pay any municipal or other corporation tax or license fee of any description whatever for the privilege of following or carrying on such profession or calling, any law, ordinance or charter to the contrary notwithstanding.
B. 
No person following for a livelihood the profession of insurance agent or broker, veterinarian, architect, professional engineer, land surveyor, auctioneer, or real estate broker or salesman in this City, shall be taxed or made liable to pay any municipal or other corporation tax or license fee for the privilege of following or carrying on his/her profession unless that person maintains a business office within the City of Hayti.

Every license issued buy virtue of any requirements or provision of this Chapter or any Section thereof shall be signed by the Mayor and the City Clerk of the City of Hayti and countersigned by the City Collector, and the City Clerk shall affix the corporate Seal of the City thereon. No license shall be issued to any person until the amount prescribed therefor shall have been paid to the Collector and no license shall in any case be assigned or transferred.

It is hereby made the duty of every person, firm or company or corporation receiving and having a license in this City for any business, occupation, trade or vocation of whatever kind or character to keep said license at all times posted up in full view in a conspicuous place at his/her, their or its place of business.

All business licenses and permits issued in the City of Hayti for which a fee is charged shall be issued for one (1) year from July first (1st) through June thirtieth (30th).

Any person, firm or corporation who shall engage in or carry on any trade, business, vocation or calling, or own or operate anything subject to be licensed by this Article without first having obtained and paid for said license as required and provided for by this Article or any other ordinance of the City shall be deemed guilty of a misdemeanor. Each and every day upon which any person, firm or corporation shall fail to be provided with any license required by this Article shall be deemed a separate offense.

The City Attorney, or in his/her absence, the City Clerk shall have authority to classify any occupation or any application for any license of any kind or character not specifically mentioned in this Chapter.
