No person shall be Mayor unless he be at least twenty-five (25) years of age, a citizen of the United States and a resident of the City at the time of and for at least one (1) year next preceding his election.

The Mayor shall exercise general supervision over all officers, property and affairs of the City and shall take care that all ordinances and laws relating to the City are enforced and complied with.

The Mayor shall preside over the Board of Aldermen at their meetings, but shall not vote on any question before the Board of Aldermen, except in case of a tie, when he shall cast the deciding vote; the Mayor shall not preside or vote in any case when he is personally an interested party.

The Mayor shall communicate to the Board of Aldermen such measures as may, in his opinion, tend to the improvement of the finances, the police, the health, the security, the ornament of, the comfort and general prosperity of the City, and when he deems it necessary, or advisable, to require any officer of the City to exhibit the City accounts, papers and records in charge of such officer to him, as such Mayor, for inspection and examination, and such Mayor shall make report and recommendations relative to his office as Mayor, as well as those relating to other City officers to said Board of Aldermen, with his recommendations relative thereto.

The Mayor shall at all times be active and vigilant in looking after and caring for the welfare of the City, in enforcing all laws relating to the City, and deal promptly with all subordinate officers for failure to perform or neglect, or violation of duty and when necessary, to call every able-bodied male inhabitant of the City between the ages of eighteen (18) and fifty (50) years to aid in the preservation of the peace and enforcement of the laws.

The Mayor shall have power to remit fines and forfeitures, to grant reprieves and pardons for offenses arising under the ordinances of the City, but not as to any costs of any officer.

A. 
The Mayor shall recommend to the Board of Aldermen for appointment for appointive offices for the City.
B. 
Appointments to Board Committees.
1. 
That Board Committees shall be appointed annually by the Mayor with the approval of a majority of the Board of Aldermen.
2. 
The Mayor is hereby authorized to appoint Board Representative to various standing committees subject to approval by the Board of Aldermen.
3. 
A member of the Board of Aldermen appointed to a Board committee or as a Board Representative on various standing committees may be removed by the Mayor with the consent of the majority of the Board of Aldermen.
