Whenever any ordinance of the City designates that a street
shall not be used by commercial trucks, it shall be the duty of the
City Traffic Engineer to place and maintain signs indicating "No Trucks
Allowed" on said street or part of street, and the name of such street
or portion of such street as described shall be listed in Schedule
IX, Table IX-A, fully incorporated herein by reference as though fully
set forth herein.

No person shall operate a commercial truck upon any of the streets
or parts of streets designated by ordinance as a street or part of
street where commercial truck traffic is prohibited; except that such
vehicles may be operated thereon for the purpose of delivering or
picking up materials or merchandise or for providing services when
the only route to the destination is through a street or part of street
where commercial truck traffic is prohibited and then only by entering
such street at the intersection nearest the destination of the vehicle
and proceeding thereon no farther than the nearest intersection thereafter.
