The City Marshal shall be Chief of Police and shall have power
at all times to make or order arrests with process for any alleged
offense against the law of the State or City, and to keep the accused
in the City Prison or other place of safety to prevent the prisoner's
escape until a trial can be had, unless the accused shall give a good
and sufficient bond for his or her appearance for trial. The Chief
of Police is empowered to make arrests without process in all cases
in which any offense against the laws of the State or City shall be
committed in his presence. With the consent and approval of the Board
of Aldermen the Chief of Police may appoint a Deputy who shall possess
the same qualifications and qualify in the same manner as the Chief
of Police, and in the name of the Chief of Police have all the powers
and perform all the duties of the Chief of Police. The Chief of Police
or his or her Deputy shall execute and return all orders, notices,
writs and other process and papers and perform all such duties as
are imposed on him or her by law or ordinance within the City in like
manner as are required by law of constables in the township. The Chief
of Police shall attend all meetings of the Board of Aldermen.
