Except as expressly authorized elsewhere, sump pump discharges
shall not be discharged into the sanitary sewer system and shall be
designed so as to avoid the concentration of water in ponds or low
lying areas and to avoid the trespass of drainage across lot lines
and onto adjacent lots.
