A. The Board
of Aldermen of the City of St. Robert has found and determined that
the public necessity requires the installation of culverts along and
beside the public streets of the City of St. Robert in order to provide
for the proper maintenance and upkeep of said streets and prevent
damage to said streets by reason of improper drainage and to provide
for the more efficient ingress and egress from driveways for property
owners adjoining the streets of the City of St. Robert.
B. Any property
owner, whose property adjoins a public street within the City of St.
Robert shall be required at the request of the City of St. Robert
to install a culvert in accordance with the provisions of this Chapter.
C. The City
of St. Robert agrees to perform any necessary ditching work for the
installation of said culvert at its expense without cost or expense
to the landowner.

The culvert to be installed by the City shall be not less than
twelve (12) inches in diameter and not less than twelve (12) feet
in length.

A. Upon
completion of the installation of the culvert, the adjoining land
owner at whose request the culvert was installed, shall reimburse
the City of St. Robert for the purchase price of said culvert.
B. Any additional
work with regard to the installation of the culvert not herein described
shall be at the property owner's expense.
C. It shall
be the duty and the responsibility of each land owner to keep said
culvert clean and free from debris.
