No person shall operate or drive a motor vehicle except emergency
vehicles on emergency runs or any other conveyance on any street,
boulevard, thoroughfare or public way in this City at any time at
a rate of speed in excess of twenty (20) miles per hour, except as
a greater or lesser speed is hereinafter provided for certain streets,
boulevards, thoroughfares, areas or public ways in the City, except
as a greater or lesser speed is hereinafter provided for certain classes
and types of motor vehicles and other conveyances.
