No person shall paint, post, place, hang, suspend or affix any advertisement, card, poster, sign, banner, streamer, mail box, or other object of any nature for any purpose to any curbstone, flagstone, or other portion of the street or sidewalk, or upon any tree, lamppost, or utility pole standing or erected on any public street, alley or other public place, or upon any pole erected upon any public street, alley or other public place, which pole is used to carry telephone wires or cables, electric light wires or other electric conductors, or to any hydrant, bridge or other public structure within the City; provided, that nothing herein shall apply to any official notice required by law or ordinance to be posted by public officers.

No person shall in any manner destroy or deface any public notice which has been posted by the City or any governmental agency.

No person shall in any manner deface, injure or damage any property belonging to the City. No person shall commit waste, trespass or other injury in or upon any City building, City Hall or other property belonging to or being used by this City, or shall write or scribble on the wall or other part of the City Hall or other buildings belonging to or being used by the City, or mark the same with pictures or otherwise disfigure or deface any such building.

A. 
A person commits trespass if he or she enters unlawfully upon real property of another. This is an offense of absolute liability.
B. 
A person commits the offense of property damage if he or she knowingly damages property of another or damages property for the purpose of defrauding an insurer.
C. 
Upon conviction, any person violating the terms of this Section shall be punished by a fine not more than five hundred dollars ($500.00) or by imprisonment for a term not to exceed ninety (90) days or by both such fine and imprisonment.

No person shall willfully or maliciously destroy, deface, or remove any street marker, fence, building, tree, shrubbery, sidewalk or street, any of the same belonging either to the City or to any private person.

A. 
No person shall obstruct the passage of any water, mud, gravel or other debris or liquid material or suffer the same to be done by any other person under his/her control, so as to cause water or any other fluid matter to flow upon the premises of another or upon any street, alley, square or other public property of any description, and shall fail to remove such obstruction within twenty-four (24) hours after being instructed to do so by the Marshal, Building Inspector or a Police Officer.
B. 
No person shall take affirmative action to discharge water, mud, gravel or other debris or liquid material upon the premises of another or upon any street, alley, square or other public property of any description. Such person shall discontinue such discharge immediately upon being instructed to do so by the Marshal, Building Inspector or a Police Officer.

A. 
No person having the custody or control of any dog shall permit the same to be on any unfenced area or lot abutting upon a street, public park, public place or upon any other private land without being effectively restrained from moving beyond such unfenced area or lot; nor shall any person having the custody or control of any dog permit the same at any time to be on any street, public park, school ground or public place without being effectively restrained by chain or leash not exceeding six (6) feet in length.
B. 
Any person having the custody or control of any dog or domestic animal shall have the responsibility of cleaning up any feces or urine of the animal and disposing of such in a sanitary manner. It shall furthermore be the duty of any person having custody or control of any dog or domestic animal on or about any public place to have in such person's possession suitable equipment for the picking up, removal and sanitary disposal of animal feces or urine.
C. 
The provisions of this Section shall not apply to a guide dog accompanying a blind person, a service dog accompanying a disabled person, or a dog when used in Police or rescue activities for the City, used by and with the permission of the City's Police Department.
D. 
Every person convicted of a violation of any of the provisions in this Section shall be punished by a fine of not more than one hundred dollars ($100.00) for a first (1st) offense, not more than two hundred dollars ($200.00) for a second (2nd) offense and not more than five hundred dollars ($500.00) for the third (3rd) offense and each subsequent offense.
