The purpose of this article is to regulate the parking of vehicles
or equipment in the front yard areas of single-family or duplex residential
properties to preserve the property values and aesthetics of neighborhoods,
prevent damage to underground utility facilities and to lessen the
environmental effect of contamination caused by the leakage of automobile
or other fuels, petroleum products of other harmful chemicals from
vehicles or equipment.
As used in this chapter, the following terms shall have the
meanings indicated:
VEHICLE or EQUIPMENT
Shall include house trailers, mobile homes, motor vehicles,
trucks, passenger motor vehicles, motor homes, camper cabins, motorcycles,
trailers, and boats, provided the term shall include farm machinery
or similar equipment or any truck with more than two axles or any
trailer, mobile home or motor home with a length exceeding 20 feet.
This does not include authorized emergency vehicles as defined in
Delaware Code, Title 21, Chapter 41, § 4106(e).
No vehicle shall be parked upon any sidewalk, crosswalk, street
intersection, public or private lawn, curb or drainage course.

No person shall stand or park any vehicle with a gross vehicle
weight in excess of 10,000 pounds, or any tractor, semitrailer, tractor
trailer, trailer, or bus on a local or collector street in a residential
area except under the following conditions:
A. During the process of loading or unloading such vehicle.
B. During the time such vehicle is used to perform routine or emergency
maintenance to utilities, transportation facilities or private property.
C. During the time such vehicle is used to perform the construction
of utilities, transportation facilities, or private property.

Any person violating any provision of this article shall pay such fines as set out in Chapter
1, Article
III, General Penalty.
