There is hereby created in and for the City of Richmond, Missouri,
the office of the Director of Public Works.

The Mayor shall, with the consent and approval of a majority
of the members elected to the City Council, appoint some suitable
and competent person to the office of the Director of Public Works.

The person appointed to the office of Director of Public Works
shall have extensive experience in municipal works operation, including
experience in an administrative capacity, or any equivalent combination
of experience and training.

A. The
Director of Public Works shall have charge of:
1. The supervision of repair of all municipal buildings, bridges, viaducts,
waterways, sewers, drains, structures and other improvements, including
alterations, modifications and maintenance of the same, unless otherwise
provided by ordinance or Council order.
2. The grading and improvements of all streets and public ways, keeping
the same open and in safe and clean condition.
3. The construction, reconstruction, repair and maintenance of all pavings
and curbs.
4. The supervision and control, as far as the City can exercise, over
all privately owned or operated public utilities doing business in
the City, and the enforcement of all ordinances in relation thereto.
5. The making and keeping of all records of purchases, inventory, use
of supplies and expenses incurred, in addition to any other records
as required by the Mayor or Council.
6. Shall attend all regular Council meetings and all other special meetings
and committee meetings as directed by the Mayor.
7. The Director of Public Works shall be the immediate supervisor over
the head of the Street Department, Water Department and Sewer Department.
8. The Director of Public Works shall be answerable to the City Administrator.
9. As Director of Public Works, he/she shall perform such additional
duties not herein specifically set out as may be required by law,
by ordinance, by order of the City Council or by the Mayor.
