The fiscal year for the City shall commence on the first (1st)
day of October and terminate on the last day of September in each
year, and the books, accounts and reports of the City Officers shall
be made to conform thereto.

All claims against the City must be presented in writing, with
full account of the items, and verified by the oath of the claimant,
or his/her agent, that the same are correct, reasonable and just;
and no claim shall be audited or allowed unless presented and verified
as provided in this Section. No costs shall be recovered against the
City in any action brought against it for any unliquidated claim which
has not been presented to the City Council to be audited, nor upon
claims allowed in part, unless the recovery shall be for a greater
sum than the amount allowed, with interest due; provided, that no
action shall be maintained against the City in exercising or failing
to exercise any corporate power or authority in cases where such action
would not lie against a private individual under like circumstances.

No warrant shall be drawn on the City Treasurer in favor of
any officer who is in arrears to the City, nor in favor of any person
indebted to the City, except for the amount due such officer or person
in excess of such arrears or indebtedness.

A. Annual Budget.
1. An annual budget shall be prepared, which presents a complete financial
plan for the ensuing budget year, and shall include at least the following
information:
a. Budget message describing the important features of the budget and
major changes from the preceding year;
b. Estimated revenues to be received from all sources for the budget
year, with a comparative statement of actual or estimated revenues
for the two (2) years next preceding, itemized by year, fund and source;
c. Proposed expenditures for each department, office, commission and
other classification for the budget year, together with a comparative
statement of actual or estimated expenditures for the two (2) years
next preceding, itemized by year, fund, activity and object;
d. The amount required for the payment of interest, amortization and
redemption charges on the debt of the political subdivision; and
e. A general budget summary.
2. In no event shall the total proposed expenditures from any fund exceed
the estimated revenues to be received plus any unencumbered balance
or less any deficit estimated for the beginning of the budget year
pursuant to the Missouri Constitution and Section 67.010, RSMo.
3. No expenditure of public monies shall be made unless it is authorized
as provided herein.
B. Budget Officer.
1. The budget shall be prepared under the direction of the City Administrator.
All officers and employees shall cooperate with and provide to the
City Administrator such information and such records as he/she shall
require in developing the budget. The City Administrator shall review
all the expenditure requests and revenue estimates, after which he/she
shall prepare the proposed budget as defined herein.
2. After the City Administrator has prepared the proposed budget, he/she
shall submit it, along with such supporting schedules, exhibits and
other explanatory material as may be necessary for the proper understanding
of the financial needs and position of the City, to the City Council.
Complete drafts of any motions, resolutions or ordinances required
to authorize the proposed expenditures and produce the revenues necessary
to balance the proposed budget shall be submitted to the City Council
at the same time as the budget.
C. Revisions To Budget.
1. The City Council may revise, alter, increase or decrease items contained
in the proposed budget; provided that in no event shall the total
authorized expenditures from any fund exceed the estimated revenues
to be received plus any unencumbered balance or less any deficit estimated
for the beginning of the budget year. The City Council shall, before
the beginning of the fiscal year, approve the budget and adopt such
orders, motions, resolutions or ordinances as may be required to authorize
the budgeted expenditures and produce the revenues estimated in the
budget.
2. The total amount authorized for expenditure may be increased after
the City Council adopts an ordinance approving the budget for the
upcoming fiscal year if the City Council adopts a resolution setting
forth the facts and reasons making the increase necessary and approves
or adopts an order, motion, resolution or ordinance to authorize the
expenditures.
3. During the budget year, the City may transfer any unencumbered balance
or portion thereof from the expenditure authorization of one department
to another, subject to such limitations as may be provided by law
or Charter.
4. The term "increasing" as used in Section 22 of Article
X of the Constitution of the State of Missouri when referring to any
license or fee of any political subdivision does not mean adjustments
in the level of any license or fee necessary to maintain funding of
a service, program or activity which was in existence on November
4, 1980 or which was approved by a vote of the people subsequent to
November 4, 1980. A statement of the costs necessary to maintain the
funding of such service, program or activity shall be prepared and
shall indicate the service, program or activity supported by the license
or fee. The statement and work papers related thereto shall be a public
record and subject to examination pursuant to Chapter 610, RSMo.
D. Budget Records. The budget or the orders, motions, resolutions
or ordinances as may be required to authorize the expenditures proposed
in the budget as finally approved; and any other orders, motions,
resolutions or ordinances to increase the total amount authorized
for expenditure adopted shall remain on file for three (3) years and
shall be public records and open to inspection. The City Administrator
shall attest to the fact that preparation and adoption procedures
were conducted in the manner prescribed herein.
E. Budget For Preceding Year To Govern, When. If at the beginning
of any fiscal year the City has not approved or adopted and filed
the budget and expenditure ordinance required herein for the current
fiscal year, the budget for the preceding year shall be deemed to
be re-appropriated until such time as the budget and expenditure ordinance
for the current fiscal year is approved and filed.
