It shall be unlawful for any person to park or to permit any vehicle to stand in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a Patrolman or a traffic control device.
Cates Street, from the south entrance of the City park to Clark Street, both sides.

A. 
Defined. The term "restrictive zone" shall be defined as follows:
Camden Street, east side only, between Main Street and North Main Street.
College Street, between North Main and Lexington Streets.
Franklin Street, south side only, between College and Thornton Streets.
Lexington Street, between College and Thornton Streets.
Main Street, between Camden and Shaw Streets.
North Main Street, between Camden and Shaw Streets.
Thornton Street, between North Main Street and an alleyway one-half (½) block north of North Main Street.
Thornton Street, between North Main Street and Lexington Street.
B. 
Parking Period. Parking shall be allowed in any one (1) parking place by one (1) vehicle for a period of two (2) hours only within the restrictive parking zone as defined herein.
C. 
Violation. The original fine for violation of the two (2) hour restriction herein provided for shall be the sum of two dollars ($2.00) if paid within twenty-four (24) hours or five dollars ($5.00) if paid within thirty (30) days of violation, or the sum of five dollars ($5.00) to one hundred dollars ($100.00), as assessed by the court, thereafter.
D. 
Continuing Violation. Each hour's subsequent violation of the restrictive parking provisions of this Section shall constitute a separate offense for which a separate fine may be levied.
E. 
Safe Zone. Parking shall be allowed in two (2) side-by-side parking stalls in front of the Ray County 911 Center located at 102 West North Main Street to be specifically used by, and restricted for, people either meeting: (1) for child custody visitations or exchanges, or (2) buy-sell-trade deals. This safe zone restriction shall be for twenty-four (24) hours a day seven (7) days a week. Any violation of this Subsection shall result in a fine of twenty-five dollars ($25.00).

Pursuant to Section 355.100 of Title III, Traffic Code, of this Municipal Code, a parking space shall be designated as parking for the physically disabled at the following locations. The City Staff is hereby authorized to erect or attach a sign to a pole or the building pursuant to Section 355.100 of the Municipal Code and Section 301.143, RSMo:
