The Building Inspector is hereby authorized and directed to
assign street numbers to each home and business establishment within
the City limits as he/she shall deem proper in the exercise of sound
discretion.

Vine and Bartlett Streets shall constitute the base lines for
all numbering on the streets running north and south in the City.
The following shall constitute the base line for numbering on all
streets running east and west, to wit: Beginning at the intersection
of Thomas Street and the present City limits; thence north on Thomas
Street to Black River; thence north on Black River and section line
between Sections Ten (10) and Eleven (11) and Two (2) and Three (3)
and Black River to the intersection of Black River and Davidson Street;
thence north to Cole Avenue; thence north on Cole Avenue to the City
limits.

From the corner of each block nearest its respective base line,
each twenty-five (25) feet of frontage shall be assigned a specific
number.

All streets and portions of streets running or extending north
or south of the east-west base line shall be designated "North" or
"South" respectively; and all streets and portions of streets running
or extending east or west of the north-south base line shall be designated
"East" or "West" respectively.

A. On
all streets, the numbers shall run in consecutive order alternating
from side to side. On all streets running north and south, the even
numbers shall be on the east side of the street; and on streets running
east and west, the even numbers shall be on the south side of the
street.
B. The
numbers shall run one hundred (100) to each block or distance between
two (2) street intersections on the same street. Where the streets
intersect but do not cross, the numbers shall run in each case to
a street intersecting on both sides of the street being numbered.
The respective blocks located upon the streets which do not intersect
the base lines shall bear the hundred number of the corresponding
block nearest the same location on the nearest street, extending in
the same direction, which does intersect the base lines.

The Building Inspector is hereby authorized and directed to
issue numbers for lots and parts of lots and buildings in accordance
with the provisions of this Article.

Every person having a home or business establishment within the City is hereby required to display in a prominent place, legible or readable from the street or road right-of-way, street numbers assigned by the Building Inspector as provided in this Article. Adjoining businesses with back doors must display street numbers on their back doors according to the specifications for numbers in Section
510.700.

The street numbers displayed by each person pursuant to this
Article shall not be less than two (2) inches in width and not less
than three (3) inches in height.

If the owner or occupant of any building or structure shall
fail, refuse or neglect to place the number or replace the number
when necessary, the Building Inspector may cause a notice to be personally
served on the owner or occupant or mailed by registered mail to the
last known address ordering him/her to place or replace the number.
In case of failure of the owner or occupant to comply with such notice
within ten (10) days after date of service, the Building Inspector
shall cause the same to be done and assess the cost thereof against
the property or premises numbered. The Clerk shall immediately certify
to the City Collector the amounts assessed as a special tax against
the several properties, to be collected as other special taxes.
