A. 
A Traffic Division shall be set up within the Department of Public Works consisting of four staff. The Traffic Division shall include a sign painter and letterer and three spray painters and road markers.
B. 
The staff and equipment of this Division shall be stationed at the City garage and shall come under the supervision and jurisdiction of Commissioner of Public Works and the Committee on the Department of Public Works.

A. 
Established within Department of Public Works. There shall be established within the Department of Public Works a Division of Vehicular Maintenance, the function of which shall be the maintenance, repair and overhaul of all automotive vehicles, construction vehicles and equipment and materials handling equipment of the Department of Public Works, the Police Department, and such other departments as shall be assigned to the Division by the Municipal Council and to supervise the operation of such vehicles as are assigned to the Division for care.
B. 
Appointment of Supervisor; duties.
(1) 
The Division shall be managed and supervised by a Supervisor of Vehicular Maintenance who shall be appointed by the Municipal Council for a term of three years. The Supervisor of Vehicular Maintenance must possess a Massachusetts Class II motor vehicle operator's license, or such equivalent license as shall be issued by another state.
(2) 
The duties of the Supervisor of Vehicular Maintenance shall include:
(a) 
To serve as the master mechanic of the Maintenance Division of the Department of Public Works.
(b) 
To plan, assign, schedule, and supervise duties and work assignments of all personnel employed by the Division of Vehicular Maintenance or assigned to the Division by the Commissioner of Public Works, the Municipal Council, or their designees.
(c) 
To assist the Commissioner of Public Works, the Mayor, and the Municipal Council in the preparation of a budget for the Division, in the preparation of specifications for the procurement of materials, services, and equipment necessary to vehicular maintenance, and in hiring and evaluation of personnel.
(d) 
To administer such personnel services of the Division of Vehicular Maintenance as vacation and sick leave, performance evaluation, disciplinary actions, promotion, hiring, equal employment opportunity and affirmative action regulations, in-house training, evaluation of training needs, and safety regulations.
(e) 
To inspect vehicles and equipment under the Division's care as to needs for repair, overhaul, replacement, fuel, and lubrication.
(f) 
Such other supervisory duties as shall be delegated to him by the Commissioner of Public Works or the Municipal Council.
