The control and management of the free public library and reading rooms shall be vested in a Board of Trustees to consist of the Mayor ex officio and six citizens at large to be chosen by the Municipal Council. The Trustees heretofore chosen shall continue to hold their offices for the term for which they were respectively chosen, and there shall be chosen annually in the month of January two Trustees for the term of three years, to fill the vacancies then occurring, and all vacancies in the Board of Trustees occasioned by death, resignation, removal from the City or otherwise shall be filled in like manner for the unexpired term.

The Board of Trustees shall choose one of its number as President and shall appoint a librarian, assistants and other such officers as it may deem necessary, fix their compensation, subject to the approval of the Municipal Council and the applicable bargaining unit, and remove them for just cause. All salaries and compensation shall be paid from the appropriation for the library and reading rooms.
The Board of Trustees shall make all needful and suitable regulations concerning the free public library and reading rooms and the use and management thereof, subject to the approval of the Municipal Council.
The Board of Trustees shall annually on or before the first day of July present to the Municipal Council a detailed report of its proceedings, the condition of the library and reading rooms, the number of books added thereto, and the receipts and expenditures of the previous year, with such information or suggestions as it may deem important.
A sum of not less than $10,000, including receipts on account of the dog license fund, shall be appropriated annually for the use of the free public library and reading rooms, which shall be expended under the direction of the Board of Trustees in defraying the expense of the maintenance thereof and in the purchase of books, periodicals and newspapers.
