On January 1, 1975, the new State Building Code became effective, superseding the City's code. The sections of Chapter 250, Fees, Article I, Building, Electrical, Plumbing, Gas and Sheet Metal Fees, are local provisions permitted by the state code.

A. 
No one shall engage in any construction, excavation, drainage or other activity or permit the same to take place unless such activity has been approved in writing by the Commissioner of the Department of Public Works after a written application detailing the same and providing full information, including plans, maps and specifications, has been submitted.
B. 
The Commissioner of the Department of Public Works may as a condition of approval require the applicant to post security or a bond with sureties acceptable to the Commissioner in an amount and for a period of time determined by the Commissioner to be sufficient to indemnify the City and anyone else who might suffer personal injury or property damage as a result of the permitted activity.
