The City Council shall approve the form or forms of ownership
and management controls which limit the occupancy to residents who
have attained the age of 55 years and which forms may be altered or
modified from time to time during the useful life of the facility
so long as the age-restricted limitation is not altered and so long
as no temporary or permanent overnight occupancy for a period in excess
of 14 days by any person who has not attained the age of 55 years,
related or not, is permitted. The spouse of a qualified resident who
has attained the age of 55 years may be exempted from the age-restricted
limitation hereby imposed.
