The Planning Board of the City established under the provisions of MGL c. 41, §§ 81A to 81Y, shall consist of five members, who shall have the powers, duties and responsibilities provided in MGL c. 41, §§ 81A to 81Y, and who shall serve without pay. They shall be appointed in accordance with the provisions of MGL c. 41, §§ 81A to 81Y.[1]

Before final action is taken by the City Council with reference to the location, relocation or layout of any new public highway, the location or erection of any new public building or structure, park, playground or bridge, or the acquisition of land for any public purpose, it shall submit the same to the Planning Board, through the Mayor, for its report and recommendation. The Planning Board shall file its report with the City Council within 30 days after the matter has been submitted to it, and if it fails so to do, the City Council may proceed to final action without reference to the report of the Planning Board, provided that compliance with all appropriate laws and ordinances has been met.
