In accordance with the provisions of Chapter 598 of the Acts and Resolves of 1986, the City of Quincy Sewerage Rehabilitation Fund is established. Contributions to said account shall be made by applicants for building permits for the construction, erection, improvement, reuse or rehabilitation of land or the buildings thereon for industrial, commercial, multifamily and residential uses. Excluded, however, shall be one-, two- and three-family residences if the owner(s) will occupy said residence(s) for at least one year from date of completion.
A. 
The amount of said contribution shall be 1% of the estimated construction cost. The estimated construction cost shall be computed by multiplying the gross floor area (square feet) by the average square feet as published in the latest edition of "Mean Cost Data" by R.S. Means Co., Inc., Duxbury, Massachusetts, or other similar recognized national survey.
B. 
Payments made under this article shall be made at the time of application for a building permit to the Department of Inspectional Services.
This article shall apply to all building permits issued after the effective date of the ordinance codified in this article.[1] For any pending building applications, payment shall be made as a condition precedent to the issuance of a building permit.
