A. 
The purpose of this Chapter is to promote the preservation of the history of Scott City and the surrounding area through educational, cultural and economic endeavors in the community by:
1. 
Providing a mechanism to identify and preserve the distinctive historic characteristics of Scott City which represents elements of the City's cultural, social, economic and political history;
2. 
Fostering civic pride in the beauty and noble accomplishments of the past, as represented in Scott City landmarks;
3. 
Protecting and enhancing the attractiveness of the City to home buyers, tourists, visitors and shoppers, and thereby supporting and promoting business, commerce, industry and providing economic benefit to the City;
4. 
Fostering and encouraging preservation, restoration and rehabilitation of structures, areas and neighborhoods, and thereby preventing future urban blight;
5. 
Promoting the use of landmarks for the education, pleasure and welfare of the people of the City;
6. 
Maintain and expand the Scott City Historical Museum/Caboose, its contents and building and to preserve the past by safeguarding historic treasures. To encourage community spirit, provide a sense of appreciation for heritage and to encourage ongoing community preservation responsibility and pride.

A. 
The Historic Preservation Commission, as currently constituted, shall:
1. 
Adopt its own bylaws, rules and regulations, subject to approval by the Mayor and Council, consistent with its mission as set forth in this Chapter and consistent with the mission of the Revised Statutes of Missouri.
2. 
Upon request, provide the Mayor and Council with an accounting for all City funds received.
3. 
Report to the Mayor and Council as to programs, events or other activities and cooperate with the Council liaison to the Commission.
4. 
Mayor and Council reserve the right to remove any member of the Commission for cause.
5. 
All members of the Commission shall serve without compensation.
