Any person licensed to operate a business for the repair and
service of automobiles in a commercial district may also operate a
motor vehicle storage and impoundment facility in a commercial district.

A. The following general operating requirements shall apply to all motor
vehicle storage and impoundment facilities licensed in accordance
with provisions of this Chapter.
1.
The license issued pursuant to this Chapter shall be plainly
displayed on the business premises.
2.
The automobile storage and impoundment facility shall be located
in an area of no less than six thousand (6,000) square feet.
3.
The area on which motor vehicles are parked must have an asphalt,
concrete or gravel surface so as to prohibit growth of vegetation
under the motor vehicles.
4.
Gasoline and oil shall be removed from any motor vehicles on
the storage and impoundment facility.
5.
No motor vehicles shall be scrapped or dismantled at the facility.
6.
All motor vehicles parked on the facility must be removed from
the facility within eight (8) months.
7.
The facility shall be enclosed with a six (6) foot high fence.
The fence may be a chain link fence with either: (a) privacy strips
woven in the fence, (b) an approved fence fabric covering the fence,
which is securely affixed to the fence from the inside, (c) wind screens
attached to the fence, or a solid brick or concrete block wall, a
uniformly painted board fence, or a natural weather board fence.
8.
The gate to the facility shall be locked at all times, except
for placement and removal of motor vehicles.
9.
The fence shall be at least eight (8) foot removed from the
paved edge of any street.
10.
Motor vehicles shall be placed on the site as a whole unit and
not in parts.

The City shall issue a license to any person wishing to operate
motor storage and impoundment facility upon report from the City Administrator
that the applicant has complied or is complying with the requirements
set forth in this Chapter. All licenses are subject to the approval
of the City Council.
