The display of nonsecular, unattended, privately funded holiday
displays shall be permitted subject to certain criteria and notification
procedures as follows:
A. No nonsecular, unattended, privately funded holiday displays shall
be permitted on Village property except at Memorial Park at Van Neste
Square (hereinafter "Park") at or near the northwest corner of the
park, facing East Ridgewood Avenue and/or the northerly lane of traffic
along Van Neste Square, extending in a generally easterly and westerly
direction from the public walkway leading directly into the park from
the northwest corner of the Park, for a distance of approximately
36 feet in each direction from the walkway, or such additional distance
as shall be determined by the Council, beginning at a point 25 feet
up the walkway from the row of darker-colored bricks entering the
park, near the intersection of the walkway with the public sidewalks
along East Ridgewood Avenue and the northerly lane of traffic along
Van Neste Square;

B. Such displays may be no larger than 12 feet in height, 12 feet in
width (length) and 12 feet in depth;
C. The period of time in which such displays shall be permitted shall
be no earlier than November 22 of each year and extend to January
8 of the following year;
D. Applications for permission for such displays are required to be
submitted to the Village Clerk's office no earlier than October
1 of each year. No applications shall be accepted after October 31
of each year. All permitting fees, including any electrical and/or
structural permits for inspections, must be paid in full prior to
the issuance of any permit;
E. Such displays are subject to electrical and structural inspections
after the display is erected. If the display fails to meet the standards
of such inspection, the display must be dismantled or remedied within
48 hours of receipt of notice of such failure;
F. Each applicant shall be required to execute a hold harmless, indemnification
and agreement to defend the Village against any and all claims that
may be brought as a result of the request and placement of the display
on Village property;
G. Each applicant shall be required produce proof of insurance for the
display showing $1,000,000 coverage for each occurrence and $2,000,000
in aggregate coverage. The proof of insurance must show the Village
of Ridgewood listed as an additional insured.
H. Any exception to the requirements of Subsections
C and
D above shall only be permitted by the Village Council upon request of an individual or group that provides proper notification and permitting in accordance with this chapter. Proper notification for any such exception must be made to the Village Council at least 60 days prior to the desired date of placement of any such display on Village property;
I. In the event of a fully compliant application request to place a
display that identifies a nonsecular belief that is also requested
by another fully compliant application from a different individual
or entity for that given year, only one such display shall be considered
for approval. In such instances, a preference shall be given to applicants
who reside or are located in the Village of Ridgewood and the timing
of the submittal of the fully compliant application.
J. No display will be permitted that has an electric power demand greater
than 110 volts, 20 amps.

Any application for such permit may be obtained at and must
be submitted to the Village Clerk's office and must include,
but may not be necessarily limited to, the following information:
A. A brief description of the nature of the display, the dimensions,
preferred location, materials of which the display is made, whether
any electrical connection or other assistance is required or part
of the display;
B. The dates on which the applicant wishes to erect the display and
remove same;
C. Any dates and times on which the applicant intends to have any ceremony
or celebration at the display, the number of persons anticipated and
a brief description of the ceremony or celebration;
D. The name of the individual or person who shall be the responsible
party for notices, communication and information pertaining to each
applicant.
