A certain document, three (3) copies of which are on file in the office of the City Clerk of the City of Caruthersville, Missouri, being marked and designated as the International Plumbing Code, 2006 Edition, including Appendix Chapters E, F and G, as published by the International Code Council, be and is hereby adopted as the Plumbing Code of the City of Caruthersville in the State of Missouri for regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems as herein provided; providing for the issuance of permits and the collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Plumbing Code on file in the offices of the City of Caruthersville are hereby referred to, adopted and made a part hereof, as if fully set out in this Section, with the additions, insertions, deletions and changes, if any, prescribed in Section
515.020 of this Code.

The following Sections are hereby revised:
Section 101.1. Insert: City of Caruthersville

Any person violating the provisions of this Chapter or the code
adopted in this Chapter, as a violation is defined in Section 108
of the International Plumbing Code, shall be deemed guilty of an offense
and upon conviction thereof shall be fined in an amount not to exceed
five hundred dollars ($500.00) or be imprisoned for a period not to
exceed ninety (90) days, or both such fine and imprisonment. Each
day such violation is committed or permitted to continue shall constitute
a separate offense and shall be punishable as such hereunder.

No person shall do any plumbing work in connection with the City waterworks or the City sewer system or alter or extend any water pipe or fixture or make any connections with the mains or service pipes used in connection with the waterworks or sewer system, unless he/she is a plumber, regularly licensed pursuant to Article
III of Chapter
500 of this Code and under bond to the City. Any person desiring to do any plumbing work in connection with the City waterworks or the City sewer system, before any license is issued to him/her, shall file with the Council a petition requesting permission to do such work and agreeing to be governed by these and such further rules and regulations as may be adopted by the Council relative to such work. He/she shall accompany the petition with satisfactory evidence that he/she is an accomplished plumber and master of his/her trade.

The applicant for a plumber's license shall also execute a bond
in the sum of two thousand dollars ($2,000.00) to be approved by the
Council guaranteeing the faithful observance of all rules and regulations
and holding the City harmless of all loss, damage or costs which may
accrue against the City by reason of the applicant's failure to comply
with the plumbing rules and regulations of the City or on account
of defective, careless or inefficient work. Upon the approval of this
bond, the City Collector shall issue the license to such applicant.
The license shall be issued only for the current year.

If any licensed plumber fails to comply with the rules and regulations
of the City waterworks or those governing the sewer system, his/her
license shall be suspended or revoked by the Council, and no permit
shall thereafter be issued to him/her, nor shall he/she be allowed
to do further business in connection with the waterworks or sewer
system until all damages are covered and full satisfaction rendered.
This shall be in addition to being subject to the penalty provided
for violation of this Code.

The City reserves the right to inspect the plumbing in any premises,
and if found not to be in conformity with the rules covering same,
the City shall have the right to refuse to turn on the water until
after all objectionable or improper work has been corrected.
