There is hereby established a Department of Police.
A. 
Within the Department of Police, the Chief of Police shall be the head of the Department. The Chief of Police shall be the Director of the Department of Police, and his appointment shall be governed by N.J.S.A. 40:69A-43b. The Department shall be organized according to a table of organization prescribed by the Chief of Police, with the approval of the Mayor and the Township Council. The Department shall consist of such officers and personnel as have heretofore or may hereafter be authorized by Township ordinance.
B. 
The Department of Police shall:
(1) 
Preserve the public peace, prevent crime and detect and arrest offenders against the penal laws and ordinances effective within the Township and within its jurisdiction.
(2) 
Administer and enforce laws and ordinances to regulate, direct, control and restrict the movement of vehicular and pedestrian traffic and the use of streets by vehicles and persons generally.
(3) 
Remove all nuisances from the public streets, parks and other public places.
(4) 
Inspect and observe all places of public amusement or assemblage and all places of business requiring any state or municipal license or permit and report thereon to the appropriate department.
(5) 
Operate a training program to maintain and improve the efficiency of the members of the police force.
C. 
The Chief of Police shall promulgate and enforce and from time to time revise a manual of police discipline, practices and procedures for the better administration of the work of the Department and for the discipline and efficiency of the police force.
D. 
In the event that there shall be a vacancy in the position of Chief of Police, the Mayor shall have the authority to appoint an Acting Chief.
A. 
There is hereby established a Department of Fire and Emergency Management, the head of which shall be the Director of the Department of Fire and Emergency. The Department shall consist of two Divisions as follows:
(1) 
The Division of Fire and Rescue Operation and Inspection.
(2) 
The Division of Emergency Management.
B. 
The Mayor or Business Administrator may serve as Director without additional compensation.
