Actual metered.

(1) 
Residential consumers of water, except garden apartment consumers, which are subject to § 318-41, shall be charged quarterly on an actual metered basis at the following rates:
(a) 
Up to 7,500 gallons (flat fee): $51 per quarter for services rendered on or after the second quarter 2016.
(b) 
Seven thousand five hundred gallons to 22,500 gallons: $2.76 per 1,000 gallons.
(c) 
Twenty-two thousand five hundred gallons to 37,500 gallons: $3.77 per 1,000 gallons.
(d) 
Thirty-seven thousand five hundred gallons and up: $5.22 per 1,000 gallons.
B. 
Unmetered.
(1) 
Those consumers supplied by Township water systems which are unmetered shall be charged a quarterly flat fee of $83.64 per quarter for bills mailed on or after January 1, 2012.
(2) 
Those consumers supplied by Township water systems which are unmetered shall be charged a quarterly flat fee of $85.73 per quarter for bills mailed on or after January 1, 2013.

A. 
The water rates for garden apartments, per unit, shall be based on an average meter calculation. Said average meter calculation shall be determined by dividing the total quarterly usage for the entire development by the number of units (determined by certificates of occupancy issued).
B. 
The rate schedule per unit for services rendered on or after the second quarter 2016 shall be as follows:
(1) 
Up to 7,500 gallons (dollars per 1,000 gallons): $59 flat fee.
(2) 
Seven thousand five hundred to 22,500 gallons: $2.76 per 1,000 gallons.
(3) 
Twenty-two thousand five hundred gallons and up: $3.57 per 1,000 gallons.

Any volunteer fire company or volunteer rescue squad is exempt from the payment of any water or sewerage fees.

Fees for services rendered by the Department, as provided for herein, shall be as follows:
A. 
Supervision of main and service line leakage and pressure tests as provided for in § 318-8 herein: $304 per day or $40.50 per hour for each hour or fraction thereof during which the presence of the inspector or the Water and Sewer Supervisor is required.
B. 
Inspection of main and service line construction as provided for in § 318-10 herein: $304 per day or $40.50 per hour for each hour or fraction thereof during which the presence of the inspector is required.
C. 
Tapping of main, construction of service fine and installation of meter.
(1) 
Tapping of main, construction of service line and installation of meter as provided for in § 318-14 herein:
(a) 
Three-fourths-inch service: $1,622, including material and labor.
(b) 
One-inch service: $2,025, including material and labor.
(c) 
Larger services: $2,025, plus $202.50 per each additional inch of required services above one inch, excluding material and labor.
(d) 
Inspections: $50 each.
(2) 
The above fees exclude cost of excavation, including road opening cost, which shall be paid by the owner.
D. 
Services in new subdivisions; meter installations.
(1) 
Services in new subdivisions as provided for in § 318-16 herein and for meter installation as provided for in § 318-17 herein:

(a) 
Three-fourths-inch service: $272 per service.
(b) 
One-inch service: $337 per service.
(c) 
Larger services: $152 plus $202.50 per each inch of required service above one inch, excluding material and labor.
E. 
Temporary services as provided for in § 318-18 herein: $253 per dwelling unit or, in the case of nonresidential structures, $253 per 5,000 square feet or fraction thereof
F. 
Emergency response, as provided for in § 318-19 herein, due to action by the owner or occupant of any building to shutoff repair or replace damage or leakage shall be compensated at the rate of:
(1) 
A minimum of four hours per employee during nonscheduled work hours.
(2) 
An hourly rate of $60.75 per employee: single-family residential structure.
(3) 
An hourly rate of $121.50 per employee: other than residential structures.
G. 
Resetting, repairing or replacement of curb box as provided for in § 318-21 herein: $810, which includes all labor and materials.
H. 
Shutting off or turning on curb stop valve on owner's request: $30.35 each if done during normal working hours.
I. 
Discontinuance and/or restoration of service as provided for in § 318-29 herein: $30.35 each if done during normal working hours.
J. 
Meter test as provided for in § 318-30 herein: $55.

K. 
Water meter deposit by consumers outside of Township limits as provided for in § 318-35 herein: $101.
L. 
A fee of $405 shall be paid by any person who fails an above-ground or inground pool without the permission of the Water and Sewer Supervisor.
M. 
A permit fee of $20 shall be paid as provided for in § 318-33 herein.
N. 
A fee of $30 shall be charged for checks or automated clearing house online payments returned for any reason.

O. 
A fee of $30 shall be charged for any person requesting a change in billing, service charges or a final reading.

A. 
Any single-family dwelling or each apartment unit to be newly constructed and connected to a water distribution system which does not contain a new source of water supply and storage constructed by the developer and is not presently connected to the municipal system and installed at the developer's sole cost and expense shall pay a capacity charge as follows:
(1) 
Single-family dwelling: $3,040.
(2) 
One-bedroom efficiency: $2,180.
(3) 
Two-bedroom apartment: $2,610.
(4) 
Three-bedroom apartment: $3,040.
(5) 
Multiple-family dwelling, other than apartment, per unit: $3,040.
B. 
Any single-family dwelling or each apartment unit to be newly constructed and connected to a water distribution system including a new source of water supply and storage, installed at the developer's sole cost and expense shall pay a capacity charge as follows:
(1) 
Single-family dwelling: $2,530.
(2) 
One-bedroom apartment, efficiency: $1,420.
(3) 
Two-bedroom apartment, efficiency: $1,975.
(4) 
Three-or-more-bedroom apartment: $2,530.
(5) 
Multiple-family dwelling, other than apartments, per unit: $2,530.
C. 
Office/industrial/commercial. A connection fee shall be charged to any office/industrial/commercial structure or unit as follows: The water usage for the office/industrial/commercial structure or unit to be connected shall be estimated according to the water use standards listed in N.J.A.C. 7:9A-7.4 (as the same may be amended) or according to such reasonable methods as may be available to the Superintendent. This estimated water usage shall be divided by 350 gallons per day, the standard water use established in N.J.A.C. 7:9-7.4 for a private single-family residence, and the resulting number shall equal the number of single-family units of water usage that this water connection represents. The structure or unit shall then be charged water connection fees pursuant to Subsection A above for each and every individual unit its estimated consumption equals, but in no event shall a structure or unit be charged a fee less than the fee charged one residential unit in Subsection A above. For the purposes of Subsection C, the term "office/industrial/commercial" shall include but not be limited to the following: motels, hotels, nursing homes, hospices, schools, churches and charitable institutions.

C. 
Private hydrant maintenance and test fee, annual charge: $243.65.
D. 
No additional charge will be made for water used in tests or for fire protection. Water should not be used through hose or sprinkler connections, except for these purposes. Fire hydrants will be maintained by the Water Department upon payment of the yearly maintenance charge. Fire hydrants shall be tested at least once annually.

All meters or other measuring devices owned and operated by the Township water systems, installed or required to be used under the provisions of this Part 1 shall be under the control of the Township and of a type specified by the Township and shall be installed by the Township. The Township shall be responsible for its maintenance, and all repairs thereto shall be made at the Township's cost, when such repairs are made necessary by ordinary wear and tear. The property owner is responsible for the safeguarding of all meters and remote measuring devices installed on their property.

No credit shall be generated to owners, regardless of whether or not they are metered or unmetered customers, on the basis that they are not year-round residents or are residents who will not occupy their houses for prolonged periods of time. Every owner shall pay not less than the minimum established under § 318-39A, Actual metered, or § 318-39B, Unmetered.

A. 
In the case where a remote readout is malfunctioning, producing an unusually high water bill without prior knowledge of the malfunction to either the Township or the customer, the reading shall be read from the inside meter which is the actual indicator for true water usage flow.
B. 
The rate for the billing calculation will be as follows: The minimum billing rate in place at the time of the malfunction will be used to bill the first 7,500 gallons. The balance of the billing will be calculated at the next tier level rate in place at that time.
