A Local Board of Health is hereby established in and for the Township of Mount Olive pursuant to the provisions of N.J.S.A. 26:3-3.
A. 
The Local Board of Health shall consist of seven members, who shall be appointed by the Council. Of the first members of the Board appointed, two members shall be appointed for terms of three years, three members for terms of two years and two members for terms of one year; and thereafter, members of the Board shall hold office for terms of three years, except that any member who shall be a Councilman shall be appointed for a term of two years, and in no event shall such Councilman hold office for any time after he ceases to be a Councilman.
B. 
If any vacancy shall occur in the Board, the appointment to fill such vacancy shall be made in the manner in which the original appointments are to be made, but for the unexpired term only.
Except as otherwise provided herein relative to the physician, each member of the Board must be a resident of Mount Olive Township, and, whenever feasible, each Board member shall be selected based upon his training and/or occupation, which shall fall within the following categories of knowledge and experience:
A. 
A physician duly licensed to practice medicine in New Jersey who either resides in Mount Olive Township or whose primary medical office location and practice is within 10 miles of Mount Olive Township.

B. 
A dentist duly licensed to practice dentistry in New Jersey.
C. 
A registered nurse.
D. 
A licensed pharmacist.
E. 
A person holding one or more college degrees in either chemistry, biology, microbiology or other related scientific fields and whose occupation is within a similar scientific field.
F. 
A citizen of the Township not necessarily specifically qualified by education or training but having demonstrated or expressed an interest in Township health matters.
G. 
One Councilman, who shall also serve as Chairman of the Board of Health.
Members of the Township Board of Health shall serve without compensation, but the Board shall reimburse any such members for expenses, including travel expenses, incurred in connection with the fulfillment of their duties as Board of Health members or within authorized activities undertaken as Board of Health members.
The Chairman of the Local Board of Health shall be the Councilman member of the Board of Health. The Local Board may adopt rules, regulations or ordinances for its government and that of its officers and employees within the authority and not inconsistent with the provisions of N.J.S.A. Title 26, particularly Chapter 3 thereof.[1]
