A. 
It is hereby found and determined that liquid waste disposal within the Township of Mount Olive is primarily by individual septic systems and other individual subsurface facilities and that the effluent therefrom drains into Budd Lake and other bodies of surface water within the Township.
B. 
It is hereby found and determined that Budd Lake is suffering from excessive and abnormal algae growth caused, in part, by the presence of phosphates.
C. 
It is hereby found and determined that prohibiting the use, within the Township of Mount Olive, of domestic laundry detergents and presoaks containing more than 2.53% by weight of the chemical element phosphorus is necessary and proper for the preservation of the public health, safety and welfare of the Township of Mount Olive and its inhabitants.
The use of detergents and presoaks containing more than 2.53% by weight of the chemical element phosphorus for domestic laundry purposes within the Township of Mount Olive is prohibited.

Any person, firm or corporation who violates any provision of this article shall, upon conviction thereof, be punishable by one or more of the following: by imprisonment for a term not exceeding 90 days or by a fine not exceeding $1,000 or by a period of community service not exceeding 90 days.
