The office of Littlestown Borough Manager is hereby created by the Littlestown Borough Council, in accordance with the provisions of Sections 1141 through 1143, inclusive, of the Borough Code (8 Pa.C.S.A. §§ 1141 through 1143).

The Littlestown Borough Manager shall be appointed for an indefinite term by a majority of all members of the Littlestown Borough Council. The Littlestown Borough Manager shall serve at the pleasure of the Littlestown Borough Council and may be removed at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, the Littlestown Borough Council shall furnish the Littlestown Borough Manager with a written statement setting forth its intention to remove him/her. The Littlestown Borough Council will provide severance pay and medical coverage for a thirty-day period. Severance pay will be at the Borough Manager's current rate of pay.
A. 
The Littlestown Borough Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to the duties of the office as herein outlined.
B. 
The Littlestown Borough Manager need not be a resident of the Borough of Littlestown or of the Commonwealth of Pennsylvania at the time of appointment, but during the tenure of office may reside outside of the Borough of Littlestown only with the approval of the Littlestown Borough Council. If the Littlestown Borough Council fails within a reasonable time, not to exceed 60 days after the appointment, to approve the Littlestown Borough Manager's residence outside the Borough of Littlestown, he/she must immediately become, and during his/her tenure remain, a resident of the Borough of Littlestown.
Before entering upon his/her duties, the Littlestown Borough Manager shall give a bond in the sum of $25,000 to the Borough of Littlestown, with a bonding company as surety, to be approved by the Littlestown Borough Council, conditioned upon the faithful performance of his/her duties, the premium for said bond to be paid by the Borough of Littlestown. The nature and amount of said bond shall be sufficient to encompass the Littlestown Borough Manager's duties as Littlestown Borough Treasurer, as set forth hereinbelow.
The salary of the Littlestown Borough Manager shall be fixed from time to time by the Littlestown Borough Council.
The Littlestown Borough Manager shall be the chief administrative officer of the Borough of Littlestown and shall be responsible to the Littlestown Borough Council as a whole for the proper and efficient administration of the affairs of the Borough of Littlestown placed in his/her charge. The powers and duties for administration of all Borough of Littlestown business shall be vested in the Littlestown Borough Manager, unless expressly imposed, conferred or reserved by statute or ordinance upon or unto other Borough of Littlestown officers or employees.
Subject to recall by ordinance of the Borough of Littlestown, the powers and duties of the Littlestown Borough Manager shall include the following:
A. 
General. The Borough Manager shall:
(1) 
Prepare short-term and long-range objectives and recommend them to the Borough Council.
(2) 
Prepare plans and programs for attainment of objectives approved by the Borough Council.
(3) 
Represent the Borough in contacts with state and federal legislators.
(4) 
Investigate and present recommendations to the Borough Council concerning application for state and federal grants and aid programs.
(5) 
Prepare and update plans for Borough utilization of funds made available under federal and state grants and aid programs.
(6) 
Determine priorities of projects to meet objectives approved by Council.
(7) 
Delegate responsibility and authority for performance of assigned functions to departments reporting to him/her.
(8) 
Develop and update a training plan for Borough employees.
(9) 
Prepare, recommend to Council and implement a capital improvement program.
(10) 
Prepare and implement a preventive maintenance program for Borough equipment.
(11) 
Develop and administer Borough personnel policies, procedures and programs.
(12) 
Review applications of prospective employees, interview and hire, subject, however, to the approval of the Personnel Committee and Council.
(13) 
Prepare reports to other governmental units.
(14) 
Attend and participate at Borough conventions and professional association meetings.
(15) 
Originate and maintain contacts with federal and state agencies and other organizations with whom the Borough may have business.
(16) 
Maintain professional affiliations and keep abreast of new developments in municipal government matters.
(17) 
Supervise and be responsible for the activities of all municipal departments.
(18) 
Upon the approval of the Personnel Committee, and subject to the veto of Council, hire and, when for the good of the Borough of Littlestown, suspend or discharge any employee under his/her supervision, provided that persons covered by the civil service provisions of the Littlestown Borough Code shall be hired, suspended or discharged in accordance with such provisions, and provided further that the Littlestown Borough Manager shall report, at the next meeting thereafter of the Littlestown Borough Council, any action taken by authority of this subsection.
(19) 
Prepare and submit to the Littlestown Borough Council a budget for the next fiscal year and an explanatory budget message, in such a timely fashion as will enable the Littlestown Borough Council to consider and adopt the budget and related tax ordinances according to the requirements of law. In preparing the budget, the Littlestown Borough Manager, or an officer designated by him/her, shall obtain from the head of each department, agency or board, or any qualified officer thereof, estimates of revenues and expenditures and such other supporting data as is required. The Littlestown Borough Manager shall review such estimates and may revise them before submitting the budget to the Littlestown Borough Council.
(20) 
Be responsible for the administration of the budget after its adoption by the Littlestown Borough Council.
(21) 
Develop, in conjunction with the preparation of the budget, long-range fiscal plans for the Borough of Littlestown, such plans to be presented annually to the Council for its review and adoption.

(23) 
Attend all meetings of the Littlestown Borough Council and its committees, with the right to take part in the discussions. The Littlestown Borough Manager shall receive notice of all special meetings of the Littlestown Borough Council and its committees.
(24) 
Prepare the agenda for each meeting of the Littlestown Borough Council and supply facts pertinent thereto, all in conjunction with the Littlestown Borough Secretary.
(25) 
Keep the Littlestown Borough Council informed as to the conduct of Littlestown Borough affairs, submit periodic reports on the condition of the Littlestown Borough finances and such other reports as the Littlestown Borough Council requests, and make such recommendations to the Littlestown Borough Council as deemed advisable.
(26) 
Ensure that the provisions of all franchises, leases, permits and privileges granted by the Littlestown Borough Council are observed.
(27) 
Employ, by and with the approval of the Littlestown Borough Council, experts and consultants to perform work and to advise.
(28) 
Attend to the letting of contracts in due form of law, and supervise the performance and faithful execution of the same.
(29) 
Be responsible for all accounts payable and receivable.
(30) 
Serve as purchasing officer of the Borough of Littlestown and purchase, in accordance with the provisions of the Littlestown Borough Code, all supplies and equipment for the agencies, boards, departments and other offices of the Borough of Littlestown. The Littlestown Borough Manager shall keep an account of all purchases and shall, from time to time or when directed by the Littlestown Borough Council, make a full written report thereof. He/she shall also issue rules and regulations, subject to the approval of the Littlestown Borough Council, governing the procurement of all municipal supplies and equipment.
(31) 
Investigate and dispose of, or designate an officer to investigate and dispose of, all complaints regarding Littlestown Borough services and personnel and to report to the Council thereon. All complaints regarding Littlestown Borough services shall be referred to the office of the Littlestown Borough Manager.
(32) 
Enforce the ordinances and regulations of the Borough of Littlestown.
B. 
Daily basis. The Borough Manager shall:
(1) 
Direct and supervise the daily work of the administrative staff.
(2) 
Coordinate activities of the Public Works, Engineering, Sanitation and Municipal Utility Departments.
(3) 
Order and approve purchases as needed.
(4) 
Maintain public relation contacts with residents.
C. 
Weekly basis. The Borough Manager shall:
(1) 
Attend meetings of Boards and Commission.
(2) 
Meet with land developers, business developers, etc.
(3) 
Prepare and/or approve news releases.
D. 
Monthly basis. The Borough Manager shall:
(1) 
Prepare and/or approve specifications for purchase of major equipment.
(2) 
Review budget performances of all departments.
(3) 
Prepare monthly reports on all activities, e.g., construction projects and cost, equipment purchases for submission to Borough Council.
(4) 
Prepare recommendations, background information and cost estimates for monthly Borough Council meetings.
(5) 
Attend and participate in all Borough Council meetings.
(6) 
Program all major expenditures from cash flow viewpoint.
Individual members, or a group of groups of individual members of the Littlestown Borough Council, shall not dictate or influence, or attempt to dictate or influence, the hiring of any person to, or his/her discharge from, municipal employment by the Littlestown Borough Manager, or in any manner take part in this hiring, suspending or discharging of employees in the administrative service of the Borough of Littlestown, except as required by the civil service provisions of the Littlestown Borough Code or the provisions of the Local Agency Act.[1] Other than for the purpose of inquiry, the Littlestown Borough Council or any of its members or any of its committees shall deal with the administrative service solely through the Littlestown Borough Manager, and the Littlestown Borough Council or any of its members or its committees shall not give orders, publicly or privately, to any subordinate of the Littlestown Borough Manager.

If the Littlestown Borough Manager becomes ill or needs to be absent from the Borough of Littlestown, he/she shall designate one qualified member of his/her staff to perform the duties of Littlestown Borough Manager during his/her absence or disability. The person so designated shall not perform these duties for a period longer than two weeks without the approval of the Littlestown Borough Council.
