A. 
It shall be unlawful for any person, firm, corporation, partnership or unincorporated association to deposit, accumulate or to permit the accumulation of any garbage (including, but not limited to, animal and vegetable waste resulting from the handling, preparation, cooking and consumption of foods) or rubbish (including, but not limited to, glass, metal, paper, plant growth, wood or nonputrescible solid wastes); or to store or permit the storage of abandoned or junked motor vehicles, motor vehicle parts, furniture, furnishings or equipment on any public or private grounds within the Borough limits of the Borough of Littlestown in such a manner as to constitute a nuisance, unless in conformance with the provisions of Chapter 259, Junkyards. (1) 
For the purposes of this article, any motor vehicle without a valid registration and current inspection sticker shall be deemed to be abandoned unless stored in a building, or covered with a specifically designed car cover. Additionally, the definition of an "abandoned vehicle," as set forth in Pennsylvania's Vehicle Code (75 Pa.C.S.A. § 102), is hereby incorporated herein by reference as fully as though set forth at length herein. No abandoned vehicle, whether or not covered with a specifically designed car cover, shall be parked on or along a public street or alley for more than 48 hours.
(2) 
It is further deemed that any motor vehicle which is unable to move under its own power or has any of the following physical defects shall be considered as abandoned if permitted to remain outside a building or without a specifically designed car cover in such condition for more than 30 days:
(a) 
Broken windshield, mirrors or other glass, with sharp edges.
(b) 
One or more flat or open tires or tubes which could permit vermin harborage.
(c) 
Missing doors, windows, hood, trunk or other body parts which could permit animal harborage.
(d) 
Any body parts with sharp edges, including holes resulting from rust.
(e) 
Missing tires resulting in unsafe suspension of the motor vehicle.
(f) 
Upholstery which is torn or open which could permit animal and/or vermin harborage.
(g) 
Broken head lamps or tail lamps with sharp edges.
(h) 
Disassembled chassis parts apart from the motor vehicle stored in a disorderly fashion or loose in or on the vehicle.
(i) 
Protruding sharp objects from the chassis.
(j) 
Broken vehicle frame suspended from the ground in an unstable manner.
(k) 
Leaking or damaged oil pan or gas tank which could cause fire, explosion or pollution.
(l) 
Exposed battery containing acid.
(m) 
Inoperable locking mechanism for doors or trunk.
(n) 
Open or damaged floor boards, including trunk and firewall.
(o) 
Damaged bumpers pulled away from the perimeter of vehicle.
(p) 
Broken grill with protruding edges.
(q) 
Loose or damaged metal trim and/or clips.
(r) 
Broken communication equipment antennas.
(s) 
Suspended or unstable supports.
(t) 
Such other defects which could threaten the health, safety and welfare of the citizens of the Borough.
B. 
It shall be unlawful for any person or persons, firm, corporation, partnership, or unincorporated association to deposit garbage or rubbish in any container other than that provided for their use without permission of the owner or lessee of said container.
C. 
It shall be unlawful to store garbage or rubbish in containers other than those which shall be made of durable, watertight, rust-resistant material having a tight-fitting lid which must be kept on the container when in use. The containers must be kept clean by thorough rinsing and draining as often as necessary so as not to provide food or breeding areas for flies.
D. 
It shall be unlawful to dump, burn, bury, destroy or otherwise dispose of garbage or refuse except at an approved disposal site.
E. 
It shall be unlawful to collect, haul, transport or convey garbage or rubbish in open, unenclosed, non-leakproof vehicles.
F. 
It shall be unlawful for any person or persons, firm, corporation, partnership, or unincorporated association to blow, rake or in any other way cause grass or weeds to be deposited onto the streets or into the stormwater management facilities of the Borough.
A. 
It shall be the responsibility of every owner of a dwelling containing two or more dwelling units to provide and maintain in usable condition adequately sized containers as required in Section 29-1 C of this article.
B. 
It shall be the responsibility of the occupant or occupant-owner of every single-family dwelling unit to provide and maintain in usable condition adequately sized containers as required in § 382-1C of this article.
C. 
When the need to determine the adequacy of containers for the storage of garbage and rubbish arises, it is hereby determined that a minimum of one 20 gallon container per dwelling unit, or the equivalent thereof, shall be provided. Said containers shall be emptied, and the garbage or rubbish therein disposed of in an approved manner, as often as required to assure the maintenance of sanitary conditions.
D. 
It shall be the responsibility of the occupant or owner occupant of every commercial or industrial establishment to provide and maintain in usable condition adequately sized containers as required in § 382-1C of this article.

Any person violating any of the provisions of this article shall, upon conviction thereof before a Magisterial District Judge, be sentenced to pay a fine of not less than $50 nor more than $300, plus costs of prosecution, and in default of payment of such fine and costs, to imprisonment for a term of not more than 30 days (each day that a violation continues, or is permitted to continue, shall constitute a separate offense punishable by like fine or penalty).
