Property owners in the Township of Long Beach may raise a structure
on cribbing pursuant to the following requirements:
A. If the structure is on cribbing, or the new foundation is not completed
within 40 days from the issuance of the construction permit, then
a plan to install bracing to secure the structure in order to prevent
slippage or collapse from any wind-loading conditions shall be filed
with the Construction Official of the Township of Long Beach within
five days of the expiration of the aforementioned forty-day period.
B. The bracing plan must be prepared and certified by a licensed professional,
licensed in the State of New Jersey.
C. If the structure is not removed from the cribbing within the forty-day
requirement, then a chain link fence (minimum six feet in height)
shall be installed on the property to prevent access to the lot and
construction site.
D. When the Construction Official, Subcode Official, or other designated
official is of the opinion that the cribbing, supporting members,
or any supporting materials constitute an existing or potential safety
hazard, he/she shall direct that all work relating thereto cease,
direct that notices be posted around the property notifying the public
that the property is unsafe, and require the property owner to obtain
an engineering analysis within 72 hours at the owner's expense. The
engineering analysis shall be performed by a professional engineer
licensed in New Jersey and shall assess the safety of the structure(s)
and reports on the required corrective measure(s), if any. A copy
of the report shall be provided immediately to the Township, and the
property owner shall take any and all corrective measures as directed
immediately. All corrective measures required shall be completed within
48 hours of the report.

(1) Existing or potential safety hazards shall include, but not be limited
to, existing or potential slippage, building collapse, and/or building
instability.
(2) All work not related to the engineering analysis and corrective measures
at the property shall cease until a subsequent report by the licensed
engineer sets forth that all corrective measures have been taken and
the structure is safe.
(3) In the event that the property owner fails to comply with the requirements
set forth above, the Township may direct its engineer to perform all
necessary inspections and reports at the property owner's expense
and the Township may remove and/or demolish any structures that are
deemed to be a threat to the public health, welfare, and safety, at
the property owner's cost. Any and all amounts expended by the Township
shall become a lien upon the property and shall be added to, become,
and form a part of the taxes next to be assessed and levied upon the
property, the same to bear interest at the same rate as taxes, and
shall be collected and enforced by the same officers and in the same
manner as taxes.
