The Fire Department shall have exclusive jurisdiction over the
control, fighting and the extinguishment of any conflagration which
occurs within the City limit. The Fire Department shall:
A. Provide fire-fighting service for the preservation of human life
and property through the extinguishment of fires, performance of rescue
services and special hazardous materials mitigation throughout the
City.
B. Investigate the origin, cause and circumstance of fires and report
every case of suspicion of arson to the Vineland Police Department
who will then notify the Prosecutor.
C. Inspect and test any automatic or other fire alarm system or fire-extinguishing
equipment.
D. Be authorized to enter upon, without fee or interference, all premises,
grounds, structures, buildings, vessels and passages whenever necessary
in the performance of its duties.
E. Operate a training program to maintain and improve the fire-fighting
efficiency of the members of the Fire Department.
F. Administer and enforce the Fire Prevention Bureau as provided in §
372-3, Enforcing agency, of Chapter
372, Fire Prevention, of the Code of the City of Vineland.
No person shall park any vehicle or otherwise cause any obstruction
to be placed within 50 feet of the entrance to any fire station or
other place where fire apparatus is stored or within 10 feet of any
fire hydrant.
No person shall maliciously tum in or case to be turned in a false alarm as per §
372-12, False/nuisance alarms.
The personnel of each volunteer station of the Fire Department
shall consist of the ranks of district chiefs, deputy chiefs, captains,
lieutenants, firefighters, fire police, and such other positions as
recommended by the Director of Fire Department to the Mayor and City
Council.
Any person violating the provisions of §
56-12E or
F,
56-14B or
C,
56-15 or
56-16 shall, upon conviction before the Municipal Court Judge, pay a fine as determined by local ordinance.
All appointed members of the Fire Department are hereby given
the necessary special police powers for the purpose of enforcing the
provisions of this chapter.
It is hereby made the special duty of the Chief of Police and/or
other police officers who may be on duty and available for fire duty
to respond to all fire alarms and assist the Department in the preservation
of human life and property, in regulating traffic, maintaining order
and in enforcing observance of all sections of this chapter.
