The owners of all houses, buildings, or properties used for
human employment, or intended as a residence or for other purposes
when the structure or property provides or requires water for any
purpose, which is situated within the City and abutting on any street,
alley, or right-of-way in which there is now located or may in the
future be located access to the City's public water system within
one hundred (100) feet of the property line, is hereby required to
connect to such facilities in accordance with the provisions of this
Article, within six (6) months of the date of official notice to do
so.

When the City's public water system becomes available as
described above, customers that connect must physically disconnect
from the existing private system (well) in accordance with the City's
cross-connection prevention ordinance. The well shall then be properly
plugged and sealed in accordance with the requirements of Missouri
law, unless the owner wants to utilize the well for some purpose other
than for drinking water, which would be permitted. A well may be retained
and kept if it remains physically disconnected from the City's
public water supply distribution system, has a functional pump, is
connected to an electrical service and is pumped at least once in
a twelve-month period. Reports of connection which are required to
be submitted to the Missouri Department of Natural Resources shall
be submitted by the City as required.

The City employees, as well as duly elected officials and including
appointees, bearing proper credentials and identification shall be
permitted to enter all properties for the purposes of inspection,
observation, measurement, sampling, and testing all in accordance
with this Article. Said employees, officials, and appointees shall
be permitted to enter all private properties through which the City
holds an easement and through which any City utilities cross, for
the purposes of, but not limited to, inspection, observation, measurement,
sampling, repair and maintenance of any portion of the public utility.

A permit to construct, alter, replace or expand the City's
existing public water distribution system, issued by the Missouri
Department of Natural Resources, shall be obtained by the City prior
to any construction, alteration, replacement or expansion, as required
by State law.
