It shall be unlawful to post or affix any sign, advertisement,
notice, poster, paper, devise, or other matter or material of any
kind to any public utility pole, shade tree, lamppost, curbstone,
sidewalk, or upon any public structure or building, except as may
be authorized or required by law. Notwithstanding the foregoing, the
Chief of Police, or his or her designee, may authorize the temporary
placement of signs or other written notices on any such public utility
pole, shade tree, lamppost, curbstone, sidewalk, or upon any public
structure or building as may, in the Chief of Police's discretion,
be necessary or desirable for purposes of public safety.
