Reference is made to N.J.A.C. 8:25, et seq. (entitled "New Jersey Youth Camp Standards," hereinafter the "Administrative Code"), which implements the New Jersey Youth Camp Safety Act, N.J.S.A. 26:12-1, et seq. The definitions contained in the Administrative Code are adopted for the purposes of this chapter.
A. 
License required. No person shall operate a youth camp until a license has been issued by the State of New Jersey and a preoperational inspection has been completed by the Board of Health.
B. 
Fees and charges.
(1) 
For the preoperational inspection to operate a youth camp, the fee shall be $200 each.
(2) 
For any inspection or reinspection of a youth camp subsequent or in addition to any inspection required for the issuance of an annual license or the renewal of an annual license required by this chapter, the fee shall be $75 each.
(3) 
Not-for-profit youth camps and quasi-municipal youth camps shall be exempt from the requirement to pay the foregoing fees and charges.
C. 
Terms of inspections; application for renewal. Inspections for the operation of a youth camp shall expire annually on December 31 of each year, and application for renewal thereof shall be submitted together with the required fee prior to January 1 of each year.
D. 
Denial or suspension of license or inspections. Inspections required by this chapter may be denied or suspended by the Board of Health for failure to comply with this chapter or the Administrative Code.
A. 
Any person or persons, firm or corporation violating any of the provisions of this chapter or the Administrative Code shall, upon conviction thereof, pay a penalty of not less than $50 but not more than $500 for each violation.
B. 
Each day a particular violation continues shall constitute a separate offense.
All ordinances, codes or parts of same inconsistent with any of the provisions of this chapter and/or the Administrative Code are hereby repealed to the extent of such inconsistency.
