No person shall paste, post, paint, print, nail or affix in any manner any handbill, sign, poster, advertisement or notice of any kind upon any sidewalk or part thereof or upon any tree, lamppost, hitching post, telegraph pole, telephone pole or other object situate upon any street, avenue, lane, alley or other public highway within the corporate limits of the Borough of Glen Osborne, or upon any building, fence, wall, gate, tree, post, pole or other object situate on private property and fronting on a street, avenue, lane, alley or other public highway within the corporate limits of the Borough of Glen Osborne, unless the consent of the owner of such private property is first obtained in writing, under the penalty of no more than a fine of $600 for each offense or 30 days in jail.
