Vehicles and traffic — See Ch. 145.
The rate of speed of any vehicle may be timed on any street or road within the Borough of Glen Osborne, Pennsylvania, by certified officers of the Borough or its designated municipal police agency, by using ESP machines or Vascar+, said officers to be certified only after proper and authorized instruction and training in the use of said equipment.
No conviction shall be had upon evidence obtained through the use of ESP machines or Vascar+ unless:
A. 
The apparatus is of a type approved by the Secretary of Transportation of Pennsylvania.
B. 
The apparatus has been calibrated and tested for accuracy and found accurate or adjusted for accuracy within a period of no more than 60 days prior to the alleged violation.
C. 
The apparatus is operated by officers who are certified in its use after proper authorization, instruction and training.

An official certificate from an inspection station approved by the Secretary of Transportation of Pennsylvania for use by the Pennsylvania State Police, showing that the calibration and tests stipulated by the law of the Commonwealth of Pennsylvania pertaining thereto were made within 60 days of the violation and that the ESP machines or Vascar+ apparatus were accurate or were adjusted for accuracy, shall be competent and prima facie evidence of the fact that such certificate was issued by an official inspection station appointed by the Secretary of Transportation of Pennsylvania and of the accuracy of the ESP machines or Vascar+ apparatus in every proceeding where an information is brought charging a violation of the speed regulations applicable within the Borough of Glen Osborne, Allegheny County, Pennsylvania.
