Owners of property within the Borough with sidewalks along the sides of streets next to their property shall be required to maintain those sidewalks in compliance with the criteria set forth and described in §§ 115-2 through 115-4 of this article.
The walks on Beaver Street and streets 50 or more feet in width shall be five feet wide, and the walks on other streets of a width of less than 50 feet shall be four feet wide.
A. 
Whenever any sidewalks upon the streets of this Borough shall become worn out or in bad repair, the Street Committee, upon being directed by resolution of the Council, shall notify the owner or owners of the land along which such walk is laid to repair such old walk or construct a new one, as the Council may determine, within a time to be limited, repair or replacement costs to be paid by the owners of the land.

B. 
Whenever in the judgment of the Borough Council it shall be deemed necessary or expedient to require new sidewalks to be constructed or old ones to be repaired along any particular street or streets of the Borough, the Council shall, by resolution, direct the Street Committee to notify the owner or owners of ground abutting on such street or streets to construct or repair such sidewalk within a time designated, and that if they fail to do so within the time limited, the Council will cause the same to be done and will collect the cost of the work and materials with 20% advanced thereon from the owner or owners of the land, in the manner provided by law.
If any owner of land required to construct or repair sidewalks shall fail to do so after having been notified by the Street Committee within the time limited by such notice, the Council shall procure the same to be done and shall collect the cost of the work and materials from such owner of the land as hereinbefore provided.
