The purpose of this chapter is to confirm the existence of the Westmont Business Improvement District (formerly known as the "East Business Improvement District") and the White Horse Pike Business Improvement District (formerly known as the "Central Business Improvement District") (collectively the "BIDs"), within the Township of Haddon and to establish rules and regulations governing the organization, operations and authority of the BID Advisory Board towards the goal of ensuring that the statutory purposes of the BIDs, namely to promote economic and employment growth within the BIDs and preserve and enhance the function and appearance of the BIDs, are achieved.
In furtherance of the stated purpose, the Haddon Township Board of Commissioners finds and declares as follows:
A. 
That it is in the best interests of the Township of Haddon to maintain two business improvement districts and that the areas within the Township of Haddon identified by block, lot and street number on Schedule A will benefit from being designated as the "Westmont Business Improvement District" and the areas within the Township of Haddon identified by block, lot and street number on Schedule B will benefit from being designated as the "White Horse Pike Business Improvement District."[1]

B. 
That the BIDs shall be governed by an Advisory Board, the members of which shall be appointed by the Mayor pursuant to N.J.S.A. 40:56-79, which Advisory Board shall assist the Haddon Township Board of Commissioners in the management of the BIDs towards the goal of benefiting the businesses, employees, residents and consumers within the BIDs.
C. 
That the BIDs shall be managed by the Board of Commissioners, with the advice and assistance of the Advisory Board, in the manner contemplated by law.
D. 
That it is the intent of the Board of Commissioners to maintain the Westmont BID and White Horse Pike BID as previously established within the Township Code and to maintain the Advisory Board currently existing pursuant to a previous iteration of this chapter, and to supplement same by establishing herein rules, regulations and/or guidelines for the organization and operation of the Advisory Board.
